Guidelines For The School Noise Abatement Program

20.XX.201.270 Noise Attenuation for School Classrooms

Program Goals:

This element is intended to provide for classroom learning environments that are free of excessive freeway traffic noise or freeway construction noise. Streets & Highway Code Section 216 requires Caltrans to abate freeway traffic noise within school classrooms under certain circumstances.

Program Qualifications:

Classrooms, libraries, multipurpose rooms, and other spaces used for pupil personnel services at existing public or private elementary or secondary schools are eligible when noise levels, or projected noise levels within produced from the freeway traffic or freeway construction exceed 52 dBA Leq(h). Allowable abatement measures include, but are not limited to, installing acoustical material, replacing or eliminating windows, installing air conditioning , or constructing sound baffling structures.

Program Performance Measures:

Statewide the program has been substantially complete since the 1980s. However, Caltrans will continue to identify and abate eligible school classroom locations. Project performance standard requires that interior freeway noise be abated to 52 dBA Leq(h) or less.

Program Priorities:

Priority for noise abatement programs shall be given to those public and private elementary and secondary classrooms, libraries, multipurpose rooms, and spaces used for pupil personnel services constructed in conformance with Article 3 (commencing with Section 39140) of Chapter 2 of Part 23 of Division 3 of Title 2 of the Education Code or subject to paragraph (3) of subdivision (a).
