Interim Chief Deputy Director Terry Abbott
Interim Chief Deputy Director Terry Abbott has stepped in to replace outgoing Chief Deputy Director Raja Mitwasi. Mitwasi left District 7 to become Caltrans Chief of the Southern Regional Laboratory in Fontana. Abbott comes to District 7 from Caltrans Headquarters in Sacramento where he serves as Design Division Chief. Abbott will remain the Interim Chief Deputy until a permanent replacement is named.
Abbott started with Caltrans in 1984. His first assignment was in the Engineering Technology Investigation Unit in Sacramento. This unit brought new technology into the department. “I marvel at the fact that I spent considerable time justifying a 10-megabyte hard drive on a PC. I had to get everyone’s signature. People wanted to know why a computer would need 10 megabytes of storage,” said Abbott. “We have come a long way since then.”
In Abbott’s 25 years of service to Caltrans he has held several high-level positions. He has worked in Value Analysis, taught courses at the Professional Engineer Academy, defended eminent domain matters, and worked with nearly 800 cities in Local Assistance programs.
Abbott, a Northern California native, has worked primarily in Sacramento. Before joining Caltrans, Abbott worked as a civil engineer for Ventura County Flood Control and the California Department of Parks and Recreation.
Abbott currently lives in Sacramento (when not working in Los Angeles). Abbott holds a Civil Engineering degree from California State University, Sacramento.
