Project Summary
This project proposes to complete the Union Valley Parkway as an east-west arterial street leading from Blosser Road to Highway 101, near the communities of Santa Maria and Orcutt in Santa Barbara County. The purpose of the project is to improve traffic circulation to\from Highway 101, Orcutt, and Santa Maria Airport, and provide congestion relief on the existing regional transportation system.
The project has two components: The Union Valley Parkway Extension from Blosser Road to Hummel Drive, and the Union Valley Parkway Interchange at Highway 101 at the east end of the corridor. Both are included in the Draft Environmental Impact Report and will be constructed in separate phases.
Project features will include construction of Union Valley Parkway as a new four-lane arterial road, realignment of Orcutt Road to provide proper intersection spacing, soundwalls, traffic signals, an overcrossing and access ramps at Highway 101, and landscaping. There are four Alternatives studied for the Extension, along with three Design Variations for the Highway 101 interchange, shown on separate handouts. Following public comment, the preferred alternative and design variation will be selected for detailed design and construction.

Project Cost
$12.2 million for the Extension and $23.9 million for the Interchange, funded by State and Federal gas taxes, local impact fees, and Measure A 2008
