Caltrans Outdoor Advertising Review Board
Any person or company who is issued a citation
or whose permit is canceled pursuant to the Outdoor
Advertising Act
or its implementing California
Code of Regulations may request a review by the Caltrans Outdoor
Advertising Review Board (COARB).
Requests for review must be received within 30 days at the address indicated below by the response date indicated on the citation or permit cancellation notice. Requests must be written and set forth requester's justification for requesting a review.
COARB reviews are normally scheduled within 30 days of receiving the written request, and the requester shall be given at least 10 days notice prior to the review date. COARB decisions shall be written and provided to the requester within a reasonable time after the COARB review.
Requesters have the right to provide the COARB with written material, and have the option to personally appear before the COARB to make a verbal presentation. Requesters may be represented or assisted by legal counsel or other representation, at the requester's sole expense.
If a request for review is not received within the time allowed, Caltrans will consider that you agree that your display is illegal, and your display will be subject to removal by State forces or legal action. Pursuant to the Business and Professions Code, Section 5463, Caltrans has the authority to enter private property to remove illegal displays.
