What is a Performance Measure?

A performance measure is a quantitative or qualitative characterization of performance. (A way to measure performance by recognizing specific characteristics of a particular performance and monitoring quality or quantity of that performance.)

What is Performance Measurement?

Performance measurement is the use of statistical evidence to determine progress toward specific defined organizational objectives.

Why Have Performance Measurement?

Performance measurement is important because it:
  • Helps to set goals and standards;
  • Helps detect and correct problems;
  • Manages, describes, and improves processes; and
  • Documents accomplishments.

What is Transportation System Performance Measurement?

Performance measurement on a transportation system is the use of statistical evidence to determine progress toward specific defined transportation system objectives. It is important to help monitor the transportation system and use this information to decide on future enhancements to the system. Without knowing how the system is performing, it is impossible to get the best value for the money earmarked for system improvements.

What is performance management?

Performance management is the use of performance measurement information to help set agreed-upon performance goals, allocate and prioritize resources, inform managers to either confirm or change current policy or program directions to meet those goals, and report on the success in meeting those goals.

What does a typical definition of a measure include?

A specific goal or objective. Data requirements (such as population, frequency of measurement, and data sources). The calculation methodology (such as equations used and precise definition of terms). Reports in which the data and a graphic presentation of the data will be used to report the data. Any other relevant rationale for the measure.

What is a Performance Goal?

A performance goal is a target level of an activity (or outcome) expressed as a tangible measurable objective, against which actual achievement can be compared. Outcome activities for a transportation system would be mobility/accessibility, reliability, customer satisfaction, economic well-being, sustainability, environmental quality, safety and security, and equity.
