How To Use the HPMS-FC (Functional Class) Lookup Tool - Please Use CRS Maps Instead!
The FC Lookup Tool allows the user to search a database of all of the public roads in California that are on the federal aid system. Following is a set of instructions for how to use the tool and interpret the output data. Click on one of the following four headings to jump to that section.

The Federal Aid Routes
Streets and roads are eligible for federal STP funding if their functional classification is of a higher system than urban local (19), rural local (09) or rural minor collector (08). If a street is not found in this database, then it is either an urban local or rural local route and so it is not a federal aid route. The total mileage of these “Local” classified routes in any given jurisdiction is shown in a “grouped” record. These would show up as “LOCAL URBAN GROUP” or “LOCAL RURAL GROUP” in place of the street name. The quantity given in the “Length” column would be the sum total of the mileage for this system in the listed jurisdiction except for the segments listed individually that have that function class. Some urban local (19) or rural local (09) routes are listed individually and apart from the grouped record usually because they were formerly of a different functional classification. All rural minor collectors (08) are listed individually and are not part of a grouped record but again, all rural minor collector (08), urban local (19) and rural local (09) are not eligible for federal STP money though they can be eligible for FEMA money under certain circumstances.

Top of Page The Caltrans districts are drawn along county boundaries, and a map of the districts is available at http://www.dot.ca.gov/districtmap.htm if it is necessary to look up the district in which a given county is located.Using the Lookup Tool
To use the lookup tool, simply select the district, county and jurisdiction using the pull-downs under the box with the heading “Your Selection Criteria”.The selections must be made in this order; district, county then jurisdiction. It isn’t necessary to use all three filters, however. All of the jurisdictions within a county or district may be selected. When these filters have been selected, click “Show Sections” and the listing appears.
The cities within each county are listed by name under the ‘Jurisdiction’ pulldown. There are other jurisdictions listed as well. To get the unincorporated county records, select ‘COUNTY’. For state highway records, select ‘STATE HIGHWAY’. The route number for a state highway segment may be found in the 3rd, 4th, 5th and 6th positions of the Section ID. In the example below, it’s route 85 in Santa Clara county from postmile 0.000 to 0.784.

The information under each of these 10 column headings is defined as follows:
- County – The alpha county code
- Jur – The alpha jurisdiction code
- Street - The street name, other than for the grouped records
- From - The beginning of the record, usually the southern or western limit
- To - The end of the record, usually the northern or eastern limit
- Section ID - The alphanumeric section identification number.
This is the primary sort key for the data, which facilitates data input or uploading whenever updates are necessary. It is used primarily for reference. As mentioned above, the route number for a state highway segment may be found in the 3rd, 4th, 5th and 6th positions of the Section ID.

- Map No - The alphanumeric sheet number of the California road system (CRS) map on which the segment can be found
