Transportation planning
Office of Policy Analysis and Research
Mission
This office promotes transportation efficiency and context sensitive planning. The activities focus on non-traditional areas of transportation, particularly Climate Change and Greenhouse Gas Emissions, Transportation Energy, Intelligent Transportation Systems (ITS) and ITS Architecture, and Environmental Justice/Title VI. The office manages these programs statewide, conducts special studies, and provides consultative services on these and related areas to planners, decision makers, and transportation communities.
Climate Action Program
- Manage the Department’s Climate Action Program - promote cleaner, more energy efficient transportation and coordinate strategies to reduce greenhouse gas emissions (GHG) from transportation
- Mainstream energy and GHG emissions consideration into transportation planning and project development
- Work with Climate Action Team and Air Resources Board in response to AB 32 and other climate and energy related legislation to support the State’s climate change program objectives
- Coordinate energy and climate policy and strategies across the Department’s programs and with external agencies
- Serve as a primary point of contact for Climate Change and transportation energy
Intelligent Transportation Systems (ITS) and ITS Architecture
- Maintain California ITS Architecture and System Plan
- Mainstream ITS and ITS Architecture into transportation planning and project development
- Evaluate application and adoption of Systems Engineering within the Department business operations
- Administer the ITS and systems engineering training program and professional capacity building.
Environmental Justice and Title VI
- Promote policies and strategies to enhance the participation of low income and minority communities in transportation decision making
- Manage the environmental justice grant program
- Coordinate Title VI compliance requirements for transportation planning program
Special Studies and Analysis
- Provide analysis of Transportation Pricing or alternative revenue sources and impact assessment of transportation energy and technology measures on long term revenue streams
- Provide in-house reports and manage contracts on major issues concerning Climate Change, transportation energy, ITS, environmental justice, and other emerging issues in transportation planning
