System Planning is the Department of Transportation's approach to long range transportation planning and is conducted pursuant to state and federal laws, regulations, and policies. Specifically Government Code 65086 of CA law requires the Department to carry out long-term state highway system planning to identify future highway improvements in consultation with transportation planning agencies, county transportation commissions (southland), counties and cities.
