Your 2008-2017 Airport Capital Improvement Plan should be added by the airport manager directly to our new AirportIQ System Manager Database. This Database can be found at www.CaltransASM.com. Please check the contact information for your airport. If any changes need to be made, please contact the Caltrans Aeronautics Staff.  We encourage you to coordinate with your local transportation planning agencies in determination of your projects.

The Federal Aviation Administration (FAA) and the California Department of Transportation, Division of Aeronautics (Division) are updating the Capital Improvement Plan (CIP) for California airports.  To receive State funding, projects must be included in the CIP.  In an effort to improve the ACIP/CIP process, the Division is working closely with the FAA. 

Airport sponsors are requested to follow the instructions provided below.  The instructions will assist airport sponsors in completing the ACIP/CIP form online.  The Division will provide each airport sponsor with a login user name and password to access the Airport IQ database.  Please enter your project information and print a hard copy.  Send the original signed CIP form to the Division of Aeronautics at the address below.

• Please submit projects for fiscal years 2008 through 2017 (10 years).  Describe each project as clearly as possible and enclose a short narrative.  If you have no projects for any particular year, please state so in the form.  Funding decisions and priorities will be based solely on the information submitted.  The California Public Utilities Code related to the State Aeronautics Act specifies the Capital Improvement Plan must be a 10-year projection.  Subdivision (f) of Section 21702 of the Public Utilities Code states, “A 10-year capital improvement plan for each airport, based on each airport’s adopted master plan if the airport has a master plan, approved by the applicable transportation planning agency, and submitted to the Division for inclusion in the California Aviation System Plan.”
• In order to compile the information on ground access, off airport property needs, please enter the projects in the ACIP data sheet separately.  Ground access projects are different than access road projects.  Off property ground access projects cannot be funded through FAA or the State Aeronautics Account funds.  Access Road projects are AIP eligible and will go with the rest of the projects.
• The purpose of airport ground access projects is to optimize ground transportation to airports.  Airports are key assets to communities and regions, contributing to both the economy and the overall quality of life.  Thus, ground access to airports is perceived to be one of the most critical issues facing the aviation system.  This includes improved access as well as improved intermodal connections.
• Please submit Airport Land Use Compatibility Plan (ALUCP) projects for fiscal years 2008 through 2017 (10 years).  An airport land use commission can receive State funding to prepare or update an ALUCP.  Cities, counties, and airport districts with general aviation, reliever, and commercial airports are eligible for State funding.

QUICK START GUIDE FOR ADDING A PROJECT

1. Login to the ASM application (www.CaltransASM.com) using the previously provided username and password.
2. Select your airport from the dropdown list of airports at the top right of the screen.
3. Select Grant Requests from the menus found on the left side of the screen.
4. Click the add button at the top right of the list of projects (list may be empty).
5. Enter a name for the project.
6. Enter the CIP year for the project in the box at the top right.
7. Select the project type (type of funding to be requested from Caltrans) from the dropdown list.
8. Enter the project description/narrative into the box below the project type selection.
9. Enter the project cost in the total column (Primary & Commercial NPIAS AIP project costs must be entered manually).
10. Click the Annual Data and Additional Info buttons and complete the necessary information for the FAA AWP ACIP Data Sheet.
11. Click the X at the top right of the popup window.
12. The project should now be listed in the list of projects with the requested amounts displayed.
13. Print the FAA AWP ACIP Data Sheet by choosing Options > Reports > ACIP Data Sheet
14. Your project has now been added.
