VA Awards History

Three awards are presented each fiscal year to recognize the accomplishments within the Caltrans VA Program. The FHWA, California Division is the sponsor of the "Most Outstanding Value Engineering Award" while Caltrans is the sponsor of the "E. Darwin Spartz Excellence in Value Analysis Award". A third award: "District Value Analysis Coordinator of the Year Award" was developed in FY 1998 to recognize the importance of the District Value Analysis Coordinator to the VA Program.

FHWA Award: "Most Outstanding Value Engineering "Study of the Year Award"

Purpose of Award: To recognize outstanding implemented results from a particular VA/VE study completed in a given fiscal year. This award is sponsored by the California Division of FHWA

  • Expediting Project delivery
  • Improving Safety
  • Improving Project Quality
  • Total cost savings

Caltrans Award: "E. Darwin Spartz Excellence in Value Analysis Award"

Purpose of Award: To recognize the excellent application of VE/VA within the Department of Transportation made by Districts, as a whole, or certain individuals that have made significant contributions to the VA Program in a given fiscal year.

Award Criteria:

  • Improvement in the District's VA program
  • Leadership in the use of VA
  • Commitment to the implementation of VA recommendations
  • Unique utilization of VA
  • Cost savings/LCCA
  • Improving quality
  • Improving safety
  • Expediting project delivery
  • Improving public image

Caltrans Award: "District Value Analysis Coordinator of the Year Award"

Purpose of Award: To recognize the important role that the District Value Analysis Coordinator contributes to the success, or lack thereof, of the Value Analysis Program within the Department of Transportation. The nominations are the District Value Analysis Coordinators from a given District or Region.

Award Criteria:

  • Promoting the "value" and need for Value Analysis (VA) to Caltrans' employees, local agencies, and the community.
  • Exceptional effort in finding and providing qualified District staff to participate on studies.
  • Consistent effort in performing pre-study, VA study, and post-study responsibilities.
  • Number of studies completed during the FY.
  • Total number of studies with implemented results.
  • Maintaining a good pool of District employees with recent VA Training.
  • Assisting other District Coordinators with VA program going.
