| 2. | How has the waste stream (i.e. those materials disposed in landfills) changed since the Integrated Waste Management
Plan was submitted? (Changes include kinds and quantities of materials disposed in landfills.) Construction waste diversion is decreasing the stream going to landfills. On site reuse of waste generated materials. More green waste and rubber are going to recycle due to Maintenance efforts. A much more accurate reporting system in place for Construction recycling activity with 75 projects reporting their efforts. | |

Electronic waste (Computers, monitors, printers) are being recycled through a licensed recycler. Construction waste diversion reporting has improved with 75 reports received. Construction information is documented on a database and back up documentation saved. The waste debris can vary in type and amount. Typical waste is concrete, asphalt, steel, guard railing, and vegetation.
A more aggressive container campaign (Plastic, cans etc.)has been implimented in all offices. An used battery recycling program for all offices was improved with encouraging results.
Other materials that are generated by the Department are a result of the fleet of vehicles owned by Caltrans. Some of these materials include motor oil, engine lubricants, anti-freeze, tires and solvents. | |
| 4. | How were the tonnages determined for the materials disposed and diverted? (e.g. waste assessments, per capita
generation and extrapolation, actual disposal weights, or actual recycling weights) Amounts of materials disposed and diverted were determined by a variety of methods. For materials generated within the District Offices and Headquarters, which were recycled, the documentation was achieved by reviewing the actual receipts from the independent vendors who supply service.
Contractor "Solid Waste Disposal and Recycling Reports" are used as well on construction projects.Vendor receipts are used when availible, per capita estimates are used for personal items. A marked improvement in construction recycling reporting that has greatly increased our reported tonnage numbers.
When estimating is done, the amounts are achieved by approximate average weight of the material in the disposal containers multiplied by the frequency of service. Weight conversion charts from the CIWMB were also used to convert volumes to tons | |

The Department does encourage the use of email, double-sided photocopying,the reuse of envelopes,and electronic "billboards" on intranet for broad information releases within the Department.
District 6 is recycling cardboard and paper through the California Conservation Corp program. Computer related items are being recycled through donations or disposal through licensed recyclers. Fresno City Recycling has also installed recycle bins at District Office locations for metal, unusable furniture and recyclable items other than paper. | |

Continued use of contractors reports to assess materials diversion. Administrative staff has been designated for recycling coordination duties. Data for annual recycling report is aquired by "Solid Waste Disposal & Recycling Reports" submitted for construction projects; estimates by California Conservation Corp for paper and cardboad information; estimates by per capita information provided in the Solid Waste Generaltion Disposal and Diversion Measurement Guide. Other estimates made by size and weight of disposal containers that are in use. | |

| 8. | Total Tonnage Disposed amount includes office facility estimates and amounts "reported to landfill" on the "Solid Waste Disposal and Recycling Report" furnished by Maintenance and Construction Divisions. The office facility estimate, derived by IWMB manual, was 299 tons and the remaining tonnage was reported by Maintenance and Construction.
Increased recycling/waste amounts are foremost and primarily due to improved reporting of waste/recycling numbers by various Divisions within the District. Also owing to the increased of reported amounts are, office staff increases/major location movement, a computer "roll out",and a more aggressive recycling program(s). Movement of office staff creates an increase of many recyclable and non recyclable items those include, but not limited to, discarded paper documents, cardboard and miscellaneous items generated by employee "housecleaning" at the time of an office move. A large amount of material (shipping containers, pallets, packing material etc.), both recyclable and waste, was generated during the District 6 computer "roll out" of over 800 new computers and accompanying computer accessories. | |
