Procurement Activities Implemented in 2001

Part IV

 1 .  Is the mission statement of the State agency/large State facility the same as reported in the Integrated Waste Management Plan?


If the answer to 1 is No, What is the new mission statement?

 2 .  How has the waste stream, i.e. those materials disposed in landfills, changed since the Integrated Waste Management Plan was submitted?

No change. Existing programs still in place.

 3 .  What waste diversion programs are currently in place and what waste diversion programs were implemented in 2001 to meet the waste diversion goals?

No new programs were implemented in 2001. The following programs are still in place: Material Exchange, Salvage Yards, Cardboard, Glass, Office Paper, Plastics, Tires, Scrap Metal, Wood Waste, Asphalt, and Business Source Reduction.

 4 .  How were the amounts of materials disposed and diverted, that were entered into the Annual Report, determined (e.g. waste assessments, per capita generation and extrapolation, actual disposal weights, or actual recycling weights)?

Amounts of materials disposed and divereted were, in most cases, determined by actual disposal weights and actual recycling weights. A few were determined by per capital generation and extrapolation.

 5 .  What types of activities are included in each of the reported programs? For example does your agency Business Source Reduction include email, double-sided photocopying, reusing envelopes, etc.?

Activities included the reported program include, but are not limited to reuse, reduction and/or recycling of bulletin boards, toner cartridges, reusable boxes, electronic media, online forms, double sided copies, nonprofit school donations, property reultilization, dismantling, beverage containers, cardboard, glass, newspaper, office paper, telephone books, tires, scrap metal, wood waste and asphalt.

 6 .  Has the State agency/large State facility adopted or changed it's waste reduction policy?

No staff or fund resources have been committed towards implementing the Waste Managment Plan in 2001 to help meet the waste diversion goals.

 

Part IV Miscellaneous

 
8. Maintenance forces in District 1 currently mulch mow approximately 1000 acres three times a year. Recycling Coordinators were advised at the last CIWMB meeting that tonnage of grass clippings could not be counted in this report unless those grass clippings had previously been hauled to a dumpsite. I fail to understand the logic of that decision. Grasscycling is "material reuse". The Solid Waste Generation, Disposal, and Diversion Measurement Guide for State Agencies and Large State Facilities (March 2000) refers to grasscycling as "a source reduction practice where the lawn is mowed with a mulching mower and the clippings are left on the lawn to decompose." The practice of grasscycling is also defined as "avoided waste disposal". Mulching fits this criteria regardless of whether it has previously been hauled to a landfill or not. If this grass was NOT being mulched, it would be going to the landfill, therefore waste disposal at a landfill is being "avoided". I believe this decision should be reconsidered for future reporting purposes.
