| 8. | Maintenance forces in District 1
currently mulch mow approximately 1000 acres three times a year. Recycling
Coordinators were advised at the last CIWMB meeting that tonnage of grass
clippings could not be counted in this report unless those grass clippings
had previously been hauled to a dumpsite. I fail to understand the logic
of that decision. Grasscycling is "material reuse". The Solid Waste
Generation, Disposal, and Diversion Measurement Guide for State Agencies
and Large State Facilities (March 2000) refers to grasscycling as "a
source reduction practice where the lawn is mowed with a mulching mower
and the clippings are left on the lawn to decompose." The practice of
grasscycling is also defined as "avoided waste disposal". Mulching fits
this criteria regardless of whether it has previously been hauled to a
landfill or not. If this grass was NOT being mulched, it would be going to
the landfill, therefore waste disposal at a landfill is being "avoided". I
believe this decision should be reconsidered for future reporting
purposes. | |
