B. Develop Initial Alternatives (150.10) - Develop Concept Alternatives (150.10.15 - Early Tasks)
The Department uses a formal Project Delivery Team (PDT) meeting approach for projects in Project Development Categories 1, 2A, 3 and 4A, while an informal approach without requiring attendance at meetings is usually used for Categories 2B, 4B and 5. Additional information regarding categories is outlined in Chapter 8, Section 5 of the PDPM.
The District Community Involvement Coordinator or Public Information Officer should be invited to participate on the PDT, as appropriate, to develop an appropriate public participation and citizen involvement program.. Chapter 22 of the PDPM discusses project community involvement.
The Project Team should identify all affected stakeholders, determine the nature of their interest and attitude toward the project, and fashion approaches to these interests. Projects that are funded in part or in full by RIP funds should include a RTPA member.
The following representatives should be considered for inclusion on the PDT:
- Project Team members, including functional managers / task managers / consultants
- District Community Involvement/Planning Coordinator
- Public Information Officer
- Regional Transportation Planning Agency
- Metropolitan Planning Organization
- Local and Regional agencies (cities and counties)
- Local Agency advisory groups
Appropriate representatives from the Division of Engineering Services (DES) should also be included as part of the PDT. Structures Technical Liaison Engineers (TLE’s) should be included for bridge projects. Architectural Liaisons should be included on building design projects.
Representatives from District Asset Management Branch are normally not members of the PDT, but should be invited to the PDT meetings. The District Asset Manager will attend Team meetings on those projects with potential for multiple uses or special uses of right of way.
The Design Coordinator (from the HQ Design Division) and the Environmental Coordinator (from the HQ Environmental Program) should be called upon as needed to provide liaison between the District and Caltrans Headquarters Units and FHWA.
On large widening projects, a member of the District Planning Travel Modeling Forecasting should be invited to the PDT meeting.
The project manager is responsible for deciding the appropriate PDT membership. Formal letter communication to external agencies should be used to make the invitation and their acceptance or refusal should be documented. This may be handled by the project manager or delegated to the project engineer.
It is not advisable to have a large PDT due to the tendency for meetings to be unproductive. However, inclusion of community representatives, including those who may oppose a project, in the project development process is important. Early community participation in the development of project alternatives may gain their support in solving the transportation problem. If a project is anticipated to have a large impact upon many businesses and residents of a community, the formation of a separate Citizens Advisory Committee should be considered. Chapter 22, Article 8 of the PDPM, covers the topic of Citizens Advisory Committees. A spokesperson from the Citizens Advisor Committee may serve on the External PDT and form an important link between the Department and the community.
