Subject:	Processing English Unit Projects

There are still a limited number of projects that have received metric exceptions and have not been constructed. This memorandum outlines the plan and specification requirements associated with delivering a project in English units.

Project Plans:

1. The latest design standards contained in the current Highway Design and Traffic Manuals, and other applicable design guidance must be used.
2. All project references to the 1992 Standard Plans must be removed.
3. Construction details previously covered in the 1992 Standard Plans must be converted from the current Metric Standard Plans. These are to be incorporated into the project plans as Construction Details under the seal and signature of the Responsible Charge Engineer. The Responsible Charge Engineer is advised to convert the entire Standard Plan sheet instead of incorporating specific details. Some details are part of larger systems with references across several Standard Plan sheets. Unless the entire sheet is converted, some details may be missed.

Project Specifications:

1. The Responsible Charge Engineer must compare requirements between all applicable sections of the 1992 English and the current Metric Standard Specifications and Standard Special Provisions. There are significant differences between the 1992 versions and the current versions of these documents. These differences may not be readily apparent. A line-by-line comparison is recommended to avoid inconsistencies and errors.
2. All applicable changes that have occurred between the two versions (1992 & current) of the Standard Specifications and Standard Special Provisions must be incorporated into the Project Special Provisions. This includes deleting requirements in the 1992 versions that are no longer applicable.

Current projects that have been granted an exception to use English units are listed in the attachment. Any projects that are being designed in English units that are not on the list will require processing a metric exception. You should anticipate that no new projects will be given an exception without complete justification.

Toll Seismic Retrofit projects currently in design phase, are provided a blanket metric exception. These projects are identified with an asterisk on the attached list. All of the plan/specification requirements outlined in this memo shall apply.

The effort required to deliver an English project should be discussed with the District Office Engineer, ESC Structure Design Office Engineer, and ESC Division of Office Engineer. Based on these discussions you may determine that it is more time and cost effective to deliver the project in metric units.

Encroachment permit projects (up to $1,000,000 in State right of way) may be delivered in dual units as indicated in the memorandum dated October 22, 1999, signed by Robert L. Buckley.
