INCIDENT TYPE: Fatal Injury

TYPE OF WORK ACTIVITY: Electrical (Repairing Turned Signal Head)
THE ACCIDENT: On Thursday, July 9,1998 at approximately 1750, Manuel Leon, a Maintenance Electrician, responded to a turned signal head located at an intersection on the west end of the Hollister by-pass. The Hollister by-pass is a new realignment on State Route 156 in San Benito County. This section of State Route 156 is a two-lane east west highway, with a posted speed limit of 55 MPH. Mr. Leon parked his one-ton personnel hoist truck on the eastbound paved shoulder beneath the mast arm of the signal. The outside of his rear dual wheels where setting approximately one foot into the east bound lane, leaving approximately 11 feet of clearance between his vehicle and the left turn pocket pavement delineation. As best as can be determined at this time, Mr. Leon was standing at the rear wheels of his truck on the traffic side. It has been reported that a semi truck drove through the intersection and cleared Mr. Leon, his parked vehicle, and a vehicle that was waiting in the turn pocket. A two-ton stake side truck, which was said to have been close behind the semi truck, sideswiped Mr. Leon's parked truck and struck Mr. Leon, fatally injuring him.
CONCLUSIONS: A CHP MAIT investigation of this accident is being conducted. No initial conclusions as to the cause of the accident have been released.
RECOMMENDATIONS: Since the cause of this accident is under investigation, no recommendations are being suggested at this time.
