Clean Renewable Energy Bond (CREB) Projects

Contractor Qualifications Information


The installer must have one or more of the following active licenses to install photovoltaic (PV) systems:

  • A (General Engineering Contractor), or
  • B (General Building Contractor), or
  • C-10 (Electrical Contractor), or
  • C-46 (Solar Contractor)

In conformance with the California Solar Initiative (CSI) Program, the installer must be on the list of Approved Solar PV installers of the California Energy Commission's (CEC) list of eligible installers. For all CREB contracts the North American Board of Certified Energy Practitioners North American Board of Certified Energy Practitioners (NABCEP) certification requirement is being rescinded and will no longer be required. The new requirement is that the installer shall have at least 1 year experience in design and installation of commercial PV system of 30 kW or greater.

For CREB contracts $250k and under, the installer must be Small Business or DVBE certified. To obtain and submit an application for certification, visit California Department of General Services.
