Subject: Issuance of 2004 Revised and New Standard
Plans
The following 2004 New Standard Plans (NSPs) and Revised
Standard Plan (RSP), dated November 17, 2006, is being
issued and distributed in electronic format:

2004 Standard Plan based projects must include these
NSPs and RSP, as applicable, for:
Projects in Division of Engineering Services - Office
Engineer (DES-OE) not Draft Contract Ready by November
20, 2006.
Projects, including AADD, received in the DES-OE after
November 20, 2006.
RSP A87A: Note 8 was revised and Note 10 was added
to enhance implementation of Americans with Disabilities
Act requirements.
RSP P1:
1. Changed PCC to JPCP or Conc Pvmt. Reflect changes
in terminology being instituted for concrete pavements
to reflect the variety of products now available for
designers.
2. Deleted the term "weakened plane" for transverse
joints on plan views. Transverse joints can be either
weakened plane or contact joints.
RSP P2:
1. Changed PCC to JPCP or Conc Pvmt. Reflect changes
in terminology being instituted for concrete pavements
to reflect the variety of products now available for
designers.
2. Deleted the term "weakened plan" for transverse
joints on plan views. Transverse joints can be either
weakened plane or contact joints.
3. Added option for JPCP shoulder. HDM now allows option
for a concrete shoulder next to a widened lane.
NSP P3: Added this plan to address placing nondoweled
shoulder next to existing nondoweled pavement. HDM allows
placing a nondoweled shoulder next to an existing nondoweled
lane. Detail needed to reflect that. This plan also
duplicates what is in the 2006 English unit version
standard plans.
Std Plan P5: Canceled. Current plan has details no longer
allowed in HDM. Updated information is on NSP P3 and
RSP P18.
RSP P7:
1. Changed PCC to JPCP or Conc Pvmt. Reflect changes
in terminology being instituted for concrete pavements
to reflect the variety of products now available for
designers.
2. Deleted the term "weakened plane" for transverse
joints on plan views. Transverse joints can be either
weakened plane or contact joints.
3. Removed detail and table for joint seal retrofit.
Detail and table were moved to RSP P20 because joint
seal retrofit is not necessarily required for dowel
bar retrofits and there is a need for a retrofit detail
for other types of projects other than dowel bar retrofits.
RSP P10:
1. Changed PCC to Conc. Reflect changes in terminology
being instituted for concrete pavements to reflect the
variety of products now available for designers.
2. On the plan and elevation views, deleted "Transverse"
from "Transverse joint of Concrete Pavement."
RSP P12:
1. Revised Note 5 to refer to RSP P1, RSP P2 and NSP
P3. Std Plan P5 is canceled.
2. Added Note 6 for Section A-A to clarify that the
Contractor can weld either the top or bottom of the
dowel bar.
3. Changed PCC to Conc Pvmt. Reflect changes in terminology
being instituted for concrete pavements to reflect the
variety of products now available for designers.
RSP P17:
1. Revised note in Section A-A to allow both arc and
resistance welds and to weld both ends of tie bars.
2. Added Note 5 to clarify that the Contractor can weld
either the top or bottom of the tie bar.
3. Deleted spacer wires from details. Instead, weld
both ends of tie bars rather than just one. Tie bars
can be welded on both ends because they do not need
to move like dowel bars.
RSP P18: Revised to match the 2006 English unit RSP
P18.
RSP P20:
1. Added detail and Table A for retrofit joint seal.
Detail and table were moved from Std Plan P7 to this
RSP because joint seal retrofit is not necessarily required
for dowel bar retrofits and there is a need for a retrofit
detail for other types of projects other than dowel
bar retrofits.
2. Revised note one by adding reinforcement as one item
not shown on the standard plans and referring to Std
Plans P35, P45, and P46 which show situations where
reinforcement is found under a joint seal.
NSP P33 was added to match the 2006 English unit Std
Plan P33.
RSP T7 was revised to add the FHWA logo.
The listed NSPs and RSP are available in DGN , DXF
and PDF file format and is integrated into the list
of 2004 Standard Plans at Caltrans internet site:
