Inquiry #2: Pile quantities on sheet 607 show 90 each of Class 200 (Alt x) and 54 each of Class 140 (Alt X). Plan sheet 608 in the pile data table shows Class 200 at bent 2 which should be 54 each and Class 140 at both abutments which should be 90 each. Please clarify.

Inquiry #3: The earthwork quantities summary on Sheet Q-1 of the plans shows a deduction of 20% from the roadway excavation quantities for "unsuitable material". There are no other references in the plans or specifications giving any location or characterization of this unsuitable material. As it will significantly affect the roadway excavation and import borrow quantities please clarify where this material is on the project, what phase of work will it affect and how the contractor is to be paid for dealing with it.

Inquiry #4: The specifications for this project have not given any indicaton of the Caltrans allowance for subsidence and/or the grading factor to be used in the calculation of the required import borrow. Please provide this information for the contractor's use.

Inquiry #5: Plan sheet 613 shows two vaults at abutment 1. Plan sheet 614 shows one vault at abutment 3. Quantities of 20" casing and 12" ductile iron pipe appear to be adequate for water line and future openings. Please clarify if there is anything running through the extra vault at abutment 1.

Inquiry #6: The Earthwork Quantities Summary on Sheet Q-1, shows the stockpile area as having 42,282 CY of Exc. The Contour Grading sheet G-3, shows the stock pile area as having an existing max elevation of 64. Yet when we looked at the jobsite, the stockpile is not there, and the existing elevation is at the same grade as the highway. Will the Stockpile dirt be present before the job is to begin, or should this quantity be removed from the total. Please clarify

Response #2: The referenced stockpile is generated from excavation taking place in Phase 1 contract 10-0E6114, and will be present before this contract (10-0E6134) is to begin. Therefore, the quantity of roadway excavation shown for this stockpile on Summary of Quantities Q-1 (sheet 407 of the plans) should remain.

Inquiry #7: The project "Amendments to Standard Specifications" added section 6-1.085 Buy America. I do not see a Federal aid number within the specifications.

Please confirm that this project is NOT subject to the "Buy America" material requirement for steel products.

Response #2: This is not a Federal Aid project, therefore, the requirements of Section 6-1.085 "BUY AMERICA (23 CFR 635.410)" of the amended Standard Specifications, for steel and iron products, do not apply to this contract. However, Section 6-1.087 "BUY AMERICA (PUB RES CODE § 42703(d))," for crumb rubber, does apply to this contract.

Inquiry #8: Sheet L-8 is calling out one (1)chain link gate (Type CL-6). Sheet L-6 is calling out three (3) chain link gates (Type CL-6). Sheet L-10 is calling out one (1) chain link gate (Type CL-6). Sheet L-17 is calling out one (1) chain link Gate (Type CL-6).
None of these sheets include gate widths, nor does the Bid Item List include a Bid Item for these gates.

Please provide a bid number with gate widths for the chain link gates (Type CL-6).

Inquiry #12: The plans & specifications for the project do not address the demolition & removal of the numerous existing buildings and structures which conflict with the new construction. There is no indication that they are to be removed by others or by this contractor and there are no preliminary environmental reports for possible asbestos abatement. Please clarify.

Inquiry #16: Addendum 1 changed the working days from 430 to 300. The project did not change in scope, why is it the days decreased so significantly? The project already is very difficult to build in the original time allowed. Now the project has been decreased by 130 days this will almost certainly add cost to the project if it can even be accomplished. Please clarify?

Inquiry #19: Plan sheets L-13 & 19 refer to "DTBB connection to Concrete Barrier" between the Barriers and Alternative Crash Cushions. Quantity sheet Q-3 contains a chart for Double Thrie Beam Barrier which quantifies these locations. The DTBB Connection is a (N) no-pay Item. However, thereis no Item for Double Thrie Beam Barrier, and thus no method of payment for these connections. Please provide a Bid Item.

Response #2:The L-13, L-19, Q-3 reference to DTBB is a typograhical error. The intend of the design is to provide a permanent end treatment system (CAT or approved alternative) connecting to the proposed concrete barrier. The connection from the end treatment to the concrete barrier is to be paid under the contract item for ALTERNATIVE CRASH CUSHION.

Inquiry #20: This project is scheduled to bid tomorrow 9/12/2012 and we barely received answers to our questions today. It is virtually impossible to recieve new supplier pricing or have our supplier's revise pricing by tomorrow.

We are, once again, requesting a bid date change.
