The item of work in which the Contractor will be paid for structure backfill material associated with the construction of the MSE wall specified under 10-1.35, "Earth Retaining Structure," subsection, "Materials" on page 134 of the special provisions is Item 56 - Earth Retaining Structure (MSE Wall).

Refer to contract plan sheet 329 of 352- Typical Section detail for the following:
1. Area designated as "Structure Excavation (Retaining Wall)" will be paid under Item 50 - Structural Excavation (Retaining Wall)
2. Area designated as "Structure Backfill (Retaining Wall) (95% Relative Compaction)" will be paid under "Item 52 - Structure Backfill (Retaining Wall) "

Inquiry #3: Section 10-1.33 EARTHWORK page 130, 2nd paragraph from bottom of the page. “At locations & to the limits shown on the plans, material below the bottom of MSE (Br No. 45E0104) as shown on the plans shall be removed and replaced with Class 2 aggregate base material, etc.” The typical section for the MSE wall shown on sheet 329 is unclear as to the depth of Class 2 aggregate base required. Is it 5.0 lf deep or 8.0 LF deep? Please clarify.

Inquiry #12: Please see note on sheet 14 of the layout drawings lower left hand corner of the page “HOUSE, POOL AND CONCRETE WALK TO BE PROTECTED IN PLACE”. Sound wall No. 1 at STA 13+00, as shown on sheet 205, is in contact with the corner of the existing house. The deep footing at this wall is +/- 8.5’ deep. Please relocating the sound wall south +/- 5 feet to avoid the existing house.

Inquiry #16: The traffic control charts on page 107 of the special provisions limit work on the "EB On-ramp from SR 41" and the "WB Off-ramp to SR 41" to between the hours of 6a.m. to 6p.m. Is the Owner's intent for the contractor to re-open each on/off-ramp to public traffic between the hours of 6p.m. to 6a.m.?

Inquiry #17: Please reference the MSE typical section on sheet no. 329; it shows a 9' minimum width for the structural excavation and backfill. Does this mean the structural excavation could be as wide as the distance in front of the wall plus the wall width plus the soil reinforcement elements plus 1' behind the elements? If that is the case, the structural excavation width would be 29' 9" when the base width is 27'. Please clarify how to figure the width of the structural excavation.

Inquiry #18: Please reference Traffic Handling Plans TH-2, TH-3, and TH-4 (sheets 154-156); these plans show temporary pavement being installed in the median. The plan view/sections show the temporary pavement at 20' wide; this width would require the removal of this existing inside shoulders. Is that the intention?

Response #2:The plans have been revised to clarify the median construction and limits of temporary pavement. The intent is for the existing shoulders to be removed and reconstructed, as shown on the revised plans. Temporary pavement will also be required between the shoulders to facilitate a crossover of traffic to allow for the erection and removal of falsework. Please see Addendum #2, dated September 11, 2012 for the revised plans.

Inquiry #20: There is an existing masonry soundwall located near the Motel 6 fence line to eastbound Rte 198 at approx. stations 502 - 505, per typcial cross section plan sheet X-6, the new C-Line connector improvements appear to be widened to the Caltrans right of way thourgh this wall. Plan layout sheets L-2 & L-4 also do not indicate the existence or removal of this existing wall. Does this existing wall get removed as part of the new improvements, and if so, were does this work get paid for?

Inquiry #24: On pg 339 of 352, on the half gabion cage detail, it shows the wire fabric to be 3"x3". In talking with your approved vendor. the 3"x 3" is an old spec. The current spec is 6"x9" welded wire fabric. Is this acceptable?

Response #2:No. Changing the pre-approved proprietary earth retaining system welded wire wall's dimensions without approval is not acceptable. In Section 10-1.34, "HALF GABION RETURN WALL," of the special provisions states: "Cage sizes and the overall plan and profile dimensions of the basket structures shall be as shown on the plans." Stay with the 3" x 3".

Response #2:The portion of irrigation pipe shown on Sheet 103 (DP-7) between Station 525+05.44 "A" Line, 96.17' Lt and Station 513+62.46 "WBE" Line, 113.96' Lt and labeled as 'Irrigation Pipe Improvements Per City of Lemoore (L100079)' has already been installed by the City of Lemoore under a separate City administered project. L100079 is the City's project number for that project. This stretch of pipe is being shown for reference purposes as Drainage System 13(n) and 13(h) join this pipe on either end. No specifications are necessary for the portion of pipe already installed by the City.

Inquiry #29: On sheet 329 of the plans 19th Street Overcrossing the Design H for the Sound Wall is 6 ft. When the 3 ft. is subtracted for the barrier it leaves 3ft. Does you want the Sound Wall to be 3ft. as this is not of full Block Demensions or is it to be 3ft. 4in. to make it a full 5 Courses? Also are we to use the same pattern as the other 2 Sound Walls or is it going to be only the Field Block on this Wall?

Inquiry #30: “Half-Gabion Return Wall” These items are a result of reviewing Sheet 339 of 352 of the project plans.

1. Does Caltrans really want 3”x3” mesh instead of 6x9 wire as shown in the detail?
2. Standard HRW mat widths are 7.5’ wide, not 8’ as shown.
3. A stiffener mat is not used in an 18” lift as shown, but was used by HRW in an old 24” lift system. Ultimately, this stiffener mat is not necessary or beneficial.
4. For a 6x9 wire mat, the length would typically be 4.5’ not 4’ at shown.
5. The Half Gabion Cage Detail at the top of this sheet shows 18” lift, and Section A-A at the bottom, calls out 2’6” lift.

Inquiry #33: Item 61 IRRIGATION SYSTEM includes as part of it's scope the relocation of two water meters. According to the utility plans the water main that these were attached to is being abandoned as a part of this contract, but I do not see that a new waterline is being installed to replace it. At the meter location on the north side of Hwy 198 there seems to be a water main in the nearby street which is indicated to be "new installed by others". Is it the intent that the old water meter be attached to this water main?

On the south side of 198 there is no new water main shown where the new meter location is indicated. How is this meter to be relocated if there is no water main to connect to?

I have been in touch with the Director of Public Works for the City of Lemoore and to the Water department and so far have not been able to find anyone who nows anything about this. Was there a contact with the Water Department about this work? If so, please give the contact information.

With the information provided it is not possible to estimate the cost for this work. Please make the relocation of the two water meters payable either as extra work or by an allowance.

Response #2:The water meter on the north side of Route 198 is to be relocated from the position shown on IR-2 (Sheet 210 of 352) to the position shown on Sheet IP-1 (Sheet 215 of 352). This water meter is currently attached to an abandoned water main (the water main was recently abandoned by the utility owner). As part of this contract, the water meter is to be relocated west to the location shown on IP-1 and is to be connected to the water main labeled 'RELOCATED WATER FACILITY' as shown on IP-1. The 'relocated water facility' is a new water main that was installed by the utility owner when the water main to the east was abandoned.

The water meter on the south side of Route 198 is to be relocated from the position shown on IR-3 (Sheet 211 of 352) to the position shown on Sheet IP-2 (Sheet 216 of 352). This water meter is currently attached to an abandoned water main (the water main was recently abandoned by the utility owner).
