The reference on the Office Engineer website to a UDBE requirement is incorrect. Refer to the specifications regarding Disadvantaged Business Enterprises (DBEs) in the contract documents. All goals are DBE.

Inquiry #2: The Temporary BW Fence shown on Sheet SC-2 is listed in the Summary of Quantities as "not a seperate pay item (296 LF)." Please state under which bid item is the cost for the temporary fencing to be included.

Response #2:
Refer to Section 80-3.04, "Payment," of the Standard Specifications. Full compensation for constructing the Temporary BW Fence shall be considered as included in the contract price paid per linear foot for Item No. 72, "FENCE (TYPE BW, 5 STRAND, METAL POST)." The non-pay item for temporary fence was added for information only and to help the contractor recognize the need to protect the cattle that are out there.

Inquiry #4: The specials for this project are calling out to use an impact attenuator vehicle for this project. I have noticed in many new special provisions coming out it actually states that the IAV shall not be used with the standard plan T13 application. The T13 application will be utilized on this project. Will you require that the IAV be used for this project?

Response #2:Yes, Reference Special Provision, section 10-1.18, this project also allows T17 "Moving Lane Closure on Two Lane Highway" which requires an IAV.

Inquiry #5: Under section 10-1.04 Temporary Hydraulic Mulch there are no quantities specified in the table "application rate lbs/acre" pg. 61. Please clarify what quantities of the different fibers that Caltran's is looking for.

Inquiry #6: For the magnitude of this project, $2,650,000, the Umbrella Insurance is $10,000,000. This project is 470 days and if the $10,000,000 Umbrella is required, there will have to be 2 years of Premiums paid for this project will be passed on to the Owner of the project. Please advise if an Umbrella of $5,000,000 is sufficient as the project estimate is only about half of that.

Inquiry #7: It looks as if the listed allowables for the temporary alternative crash cushions are crash cushions that you would typically install in a permanent situation. Will the absorb 350 or an equal be sufficient enough for this application? Please reference page number 74-75 from contract# 05-1A9704 that bid on 7-17-12. If not allowable how do these projects differ to where the temporary alternative crash cushions listed on 05-1A9704 would not be sufficient for this project? Please advise.
