Inquiry #4: The Bridge Structural Plans do not contain a Bridge Deck Contour Grade Sheet. The Profiles do not have the finish contour information either. Can you please provide finish deck contour information for the bridge? (BR 55-0106R/L)

Inquiry #6: The XS sheets are very small and not legible. Would it be possible to repost the cross sections so there are less per sheet, and therefore legible on 11x17 pages? Thank you.

Response #1:Cross sections are very legible when they are viewed electronically. These cross sections are in pdf format and are accessible through Adobe application to view them electronically. Then you can zoom in and view the information that you need or print the cross section per scale that you need.

Inquiry #9: What work gets paid for in bid item 138 - Diaphragm Bolsters? ie does the rebar and drill & bond for these bolsters get paid for in bid item 138? or do they get paid in other items.

Refer to standard specs 9-1.03, 3rd paragraph, full compensation is for all work involved specified by the work description.
Refer to section 51-1.01A, page 92 of the special provisions, the reinforcement is described in the work of diaphragm bolster.
Refer to section 51-1.03E(12), page 93 of the special provisions, the drill and bond dowels is described in the work of diaphragm bolster.
Therefore reinforcement and drill and bond dowels are included in the contract price of the diaphragm bolster.

Inquiry #13: The Orange County flood Control Permit states that all work within the Flood Control Right of Way is to be performed from May 1 through September 30th. In the addendum dated July 26, 2013 it states that "coffer dam and pile driving operations on pier 13-17 shall not be performed between April 15 - August 31. Since this is the first order of work on these piers, was it the Department's intention that all of the work an piers 13 - 17 be performed in 30 days?

Inquiry #14: The OCFCD permit states that the contract work on the Dristrict ROW to be performed between May 1st to September 30th each year. Section 49-2.01C(5) states that pier 12 through abutment 19 piles will be driven and the piles stand for a “set period” of “at least 2 weeks” and then redriven. Addendum No. 1 adds an additional restriction in section 14-6.02c(5) Protection Measures 3. “Coffer Dam and Pile Driving operations on pier 13-17 shall not be performed between Apri l 15-August 31.” Based on these restrictions, the bid documents only allow 1 month to perform all the work on Piers 13-17. There doesn’t appear to be enough time allowed from September 1st to September 30th to perform the necessary scope of work at piers 13-17 which includes coffer dams, demolition, excavation, pile driving, 2 week set period, construct footing and pier walls and remove coffer dams. Please advise how it is possible to perform this scope in the short amount of time of 1 month allowed by the bid documents.

Inquiry #15: On sheet 337 , texture 5 section E-E shows a 1” rib texture. On sheet 335 the cut section 5 for this pattern shows a 2” , sheet 336 detail G section 2-2 shows a 1 ½” and sheet 333 sections C-C and D-D show a 1 ¼”. Which is correct?

Inquiry #18: Per Section 10-1.03 of the Special Provisions, the contractor may work within the drainage channels (ie. Santa Ana River) from April 15th to October 15th of any year. Per Section 14-6.02C(5) in Addendum 1, Cofferdam and Pile Driving operations on piers 13-17 shall not be performed between April 15th through August 31st. That leaves a 6 week work window to complete the work at piers 13-17. These constraints do not allow enough time for construction of piers 13-17 and will add an additional mobilization cost for having to re-mobilize the pile driving equipment on the project. Further, this constraint will not allow completion of Frames 2&3 by October 15th. If this is the case, the Contract cannot be completed in the allowable working days. Please confirm if this is the intent of the contract documents and/or provide adequate work windows to complete the work on piers 13-17 and overall bridge construction.

Inquiry #20: Paragraph 14 of Section 83-1.02I was replace with "chain link fabric must be 9 gage and comply with AASHTO M181 for Type IV fabric with a Class B coating". Does it need to be 1" mesh or 2" mesh. Please clarify.

What about the posts, rails and fittings, does it need to be vinyl/powder coated too or just galvanized finish?

Inquiry #21: Ref Bid Item 137,Plan Sheets 140 (Q-2), 28(C-8) and 11(L-6)-#1- The Anchor Block required per notes 123&124 on L-6 is not quantified as part of Item 137. Confirm the quantity and payment as Item 137.
#2 Confirm that transitions per note 120 and 122 on L-6 are both 10'-0" and will be measured and paid as Type 736, 736A or 736B barrier.

Response #1:#1: The anchor blocks required per notes 123 & 124 on Plan Sheet L-6 are part of Item 138, the quantity is 2 CY for each anchor block and it should have been quantified under L-6 on Plan Sheet Q-2.
#2: 10' barrier transition ("T4" 470+70 to 470+80) per note 120 on Plan Sheet L-6 and 10' barrier transition ("T4" 472+68.22 to 472+78.22) per note 122 on Plan Sheet L-6 will be paid for as type 60 barrier.

Inquiry #24: Specification 10-1.03 restricts work in the Santa Ana River to the period between April 15 and October 15. Addendum 2 Section 14-6.02C(5) restricts start of cofferdam and pile driving operations for piers 13-17 until after August 31st. Section 49-2.01C(5) requires a 2 week set period and re-drive of piles for pier 12 through abut 19. After factoring in all of these constraints, scheduling shows that 500 working days is an insufficient amount of time to complete this project. Please consider modifying these restrictions or lengthening the time allowed for completion.

Inquiry #25: Project's Special provision references in Section 86-1.03 that materials shown on the quantity tables on sheets labeled E shall be submitted and be listed as complete work. In contrary, the sheets labeled E containing the quantity tables (plan sheet 226, 227, & 228) indicate and notes that electrical quantities are shown for information only. Please clarify the apparent conflict and the total scope of work for payment purposes.

Response #1:Standard specification, 86-1.03 is for the contractor to determine the quantities for complete work for each lump sum bid item. The quantity sheets (plan sheet 226, 227, 228) are information only for each lump sum bid item, not a unit cost bid item.
