Inquiry #2: We are sending this Inquiry as a response to the proposed Bid date for Contract No 11-262204, Construction on State Highway in San Diego County at San Diego-Coronado Bay Bridge from Toll Gates to North Junction Route 5. We would request an extension of the proposed Bid date of no less than two (2) weeks; this is in response to the on-site visit of July 17, 2017. Upon completing the days job site visit it was demonstrated that the project entails much more deliberation concerning the logistics required to performing the tasks requested of the project. Without the requested extension an accurate assessment would be impractical. This in turn could possibly exclude us from participating in the project.

1. Load carrying capacity of the structure or any portion of the structure as determined by AASHTO LRFD with interims and California Amendments, Design Strength Limit State II
2. Live load of 50 psf.

Inquiry #7: Sheet EE1-1 shows/ indicates the new power run from the SDGE HV manhole will traverse the road in a south easterly fashion. As discussed during the site visit, will Caltrans require the industry standard to cross the roadway at a 90 degree angle, thusly requiring a vault to be installed directly across from the SDGE HV manhole on the south side of the bridge entrance?

Inquiry #8: The ED-1 through ED-24 sheets indicate replacement of FO60 with a single FO144 , and sheet EQ-1 indicates replacement of 1 FO cable per schedule quantity, during the site visit it was indicated an additional FO144 was required for use by the City of San Diego, will Caltrans be providing clarification to the Quantity and Lengths of the FO144 via written direction and/ or plan sheet changes?

Response #2:There is NO additional FO144 cable to be installed for use by the City of San Diego across the Coronado Bridge on the Project. There will be a Fiber Optic loop installed under the HQ Structure plan sheets (EE). This work has specifications, bid item and will be paid under their bid item. The District has its own Electrical plans (E, ED and EQ) and specifications for Fiber installation which is paid under a different bid item. This is separate from the structures work. No additional District Electrical plans are being submitted.

Response #2:Please bid in accordance with Section 2-1.12, ‘Disadvantaged Business Enterprises,’ of the Revised Standard Specifications (RSS). The RSS can be found in the back of the Notice to Bidders and Special Provisions book.

Section 2-1.12B(1) states in part: “You are responsible to verify at bid opening the DBE firm is certified as a DBE by the California Unified Certification Program and possesses the work codes applicable to the type of work the firm will perform on the Contract.”

Access is available from the Highway 75 Southbound side of the bridge deck at Pier 18. This access to the upper and lower travelers is only available with a lane closure. Do not move the existing travelers. Access is also available from the roadway at Pier 33. Do not store materials or equipment at Pier 33.

Inquiry #13: Will the bridge access that is currently being used by the painters on the city side, be available for this project? In discussions with the painting contractor at the job walk, they stated that are taking it with them at the end of their contract. If it is not accessible to whoever wins this project, will Caltrans provide a 'city' side access for the contractor? And if not, what is required to construct a new temporary access for this project?

Inquiry #15: Plan sheet EE6-1 to EE6-5 note 2 calls to remove existing armored cable and replace with PRJ.
Sheet EE6-5 note 7 says secure cable to bridge members and terminate PRJ for pier 18 480v control center. See plan Sheet EE4-1.
Plan sheet EE4-1 note 27 says existing armored cable to remain as spaced.
Please advise where to terminate PRJ in 480v control center. In Reviewing Sheet EE0-4, one line diagram does not show painters circuit A landing inside of control center.

Inquiry #17: Can the metal wire raceway covers be left on the catwalk or do they have to be taken off the bridge when not fastened?

Response #2:The metal wire raceway covers could be left on the catwalk or be taken off the bridge during the installation of conductors in the raceway, as long as they are handled in a safe and secure manner and must not; become a trip hazard on the catwalk, be vulnerable to any physical damage, and lose their integrity. Each cover must be reinstalled at its existing location.
