Inquiry #9: In the pre-bid presentation this morning, and in a subsequent conversation afterwards, Jason Bennecke said that this being a local agency AAA project that the Caltrans Engineer utilizing the Fontana Lab, would be responsible for all inspection and testing required for soils, concrete, asphalt, masonry, steel, welding etc. It was communicated that the Prime Contractor did not have any QC responsibilities in their scope. In reviewing the Special Provisions for this project, it is stated throughout that the Prime is to "provide a testing laboratory to perform quality control tests" (Sect. 28-2.01D(4), "submit the name of your proposed testing laboratory" (28-2.01C(1,"employ a special inspector and an authorized laboratory" (Sect 58). These are only a few examples.

Please clarify if the Prime will be responsible to subcontract with a Caltrans Certified inspection and testing firm as indicated in the Special Provisions.

Inquiry #27: Reference plan sheet 492 displays a two (2) step process for installation of temporary K-rail when constructing the driveway entrances. The K-rail illustrated on these "typical" drawings appears to not be reflected in the total quantity for temporary K-rail nor depicted on the stage construction layout drawings. With 73 each driveways to be constructed, it would appear that the temporary K-rail quantity could increase significantly.

Inquiry #33: Reference response to Bid Inquiry No. 19. A few years ago a Caltrans project in District 11 bid where the bid date was changed from a Thursday to a Friday. One bidder faxed in the 24 hour sub listing form on the following Saturday. The remaining bidders faxed in the 24 hour sub listing form on the following Monday. A protest ensued, all bids were thrown out, and the job had to be re-bid. In order to avoid a potential protest, please confirm by addendum that the 24 hour sub lising form for this Contract must be faxed in by 2:00 pm on Monday, July 7th if the bid date is to remain as July 3rd.

Inquiry #51: The Wildlife Undercrossing sheet 1127 section C-C, sheet 1128 section F-F indicate slotted drain pipe with filter fabric and TPB. The drawing do not indicate where this drainage is discharging as these areas are approximately six (6’) feet below finish grade. The wall drawing elevations and drawing plans do not show the weep hole locations. Please clarify the locations of weep holes and is the lower drainage on top of the footing required.

Inquiry #55: Reference Special Provisions page 37 - Section 14 - Environmental Stewardship. The second sentence of the second paragraph under this section states "Install temporary SILT fence with Type ESA Temporary Fence as shown on the plans. Inquiry #61: It appears from the Drainage Quantities Summary on plan sheet 399 that the 170 LF of Jacked 36" RCP (Bid Item #177) is included in the 260 LF of 36" RCP (Bid Item #143). Per special provisions page 79, section 78-2.02A(1), the jacked pipe item includes FURNISHING and installing the RCP. Please revise the quantity for bid item #143 to reflect only the 36" RCP that is not jacked.
