E - Plan Sheet 93 (TH-9) indicates 2 PCMS. Bid Item #11 indicates 4 EA. Could you please clarify where the 4 PCMS boards will be or if this bid item should be 2 EA?

F - Plan Sheet 70 (SC-1) calls for AC removal but there is no note regarding Sawcutting. Should this have a Sawcut note or will sawcutting not be required?

G - Does Bid Item 52 "Remove AC Pavement SF" pay for removal of the Asphalt Only or does this item pay for full removal of the full structural section (AC/Base/Dirt)?

H - Plan Sheet 79 (SC-10) indicates flagging necessary to build the Drainage System 1 with two way traffic sharing one lane width of pavement. On Plan Sheet 82 (SC-13) the intention for construction of Stage 4 looks similar with two way traffic sharing one lane of pavement. However, there is no note for flagging. Can you confirm flagging would be needed here to facilitate the construction of Phase 4 as shown on SC-13.

B. Contractor is responsible for Quality Control (QC). Please see Standard Specifications 2015, Section 5.1.01.

C. Yes. Please see Special Provisions, Notice To Bidders.

D. Item is paid under Item #31, Roadway Excavation.

E. Plan Sheet 93 (TH-9) indicates 2 PCMS are "Not A Pay Item" and are part of the Traffic Handling Plan. Plan Sheet CS-1 lists 4 EA PCMS, which are paid under Item # 11 Portable Changeable Message Sign. See Plan Sheet CS-1, "Notes", concerning locations.

F. Please refer to Standard Specifications 2015, section 39-3.01C.

G . Item # 52 Remove Asphalt Concrete Pavement is for removal of Asphalt Concrete.

H. Please refer to TH sheets. Flagging is required for all work done under reversible traffic control. See Standard Plans 2015, T13, for details.

Inquiry #3: SPECS STATE T POSTS FOR TURTLE FENCE
80-4.01B Materials
Each T post must:
1. Comply with ASTM A702
2. Be metal and have an anchor plate
3. Be painted black or galvanized

Each post must:
1. Comply with ASTM F1083
2. Be standard weight, schedule 40 steel pipe with a nominal pipe size of 1 inch
3. Be galvanized steel fence post conforming to ASTM A702

Are the posts suppose to be Painted "GREEN/WHITE" ??

See Revised Standard Plan RSP A84A & A84B for fence construction details. Tortoise Fence Post spacing is 5' . 2' spacing refers to fence construction for hog ring ties. See Plan Sheet ED-2, and ED-2 Notes for electrical and bonding details. The Ground Rods are placed next to each desert tortoise post as shown. See Plan Sheet ED-2, Notes, - Listed Clamp, pressure connector or Exothermic Weld may be used to connect the Ground Rod to the fence.

Inquiry #4: Per the interim guidelines, subsequent testing protocols (Plasticity Index and AASHTO T 283) were established and incorporated in the 2010 Standard Specifications. This action should have resulted in Caltrans rescinding the lime treatment requirement per the interim guidelines. When Caltrans HMA mix design methodology changed from Hveem to Superpave the Hamburg Wheel Tracking (HWT) test (AASHTO T 324) was introduced as an additional means to determine the need for lime treated aggregates.

Our proposed ¾” RHMA-G mix design does not contain lime marinated aggregates as the mix meets the current HWT requirements without the need for lime. The mix will not pass the CT 283 due to the generic nature of RHMA mix designs inability to withstand the water emersion procedure contained in the AASHTO T 283 test procedure. As such, per Caltrans 2008 Memorandum to District Directors (attached) our proposed HMA mix will incorporate 0.5 percent Liquid Anti Strip (LAS).

Based on the above we respectfully request the requirement for lime treated aggregates be waived on this project.
