Inquiry #3: Section 20-5.05A of the RSS for Section 20 states minor variations are acceptable in commercially available precast units.

In constructing new rest stops for the Department, the Department has firmly required the use of the units which are shown on the plans without minor variation. The units shown on the plans and their dimensions are proprietary and historically have cost significantly more than competing manufacturers.

It is likely many bids will be sent to primes from precast suppliers, and doubtful all bidders will note any dimensional variations in the competing units until the submittal process.

The Department should define "minor variations", or allow reasonable determination to be made by the prime.
