Inquiry #1: 1. Section 8 , Prosecution and Progress, of the Specifications states that the job should start by April 2 unless we receive authorization for an earlier start.

Section 14, Environmental Stewardship , indicates that the project falls within Species Protection Area 1, which states that vegetation removal (grubb and clear) in Protection Area 1 must take place between Sep 2 and Jan 29….unless a qualified biologist states that no active bird nests are present…

Can you please confirm that the contractor would be authorized to complete the Vegetation removal before Jan 29 2018, meaning with enough time before Jan 29 to complete this work or if Cal Trans can determine now that no nesting birds are present.

2. Project specifications state that the work will be completed in 125 working day./ How will the schedule of completion be impacted by these issues addressed above.

3. Can you please provide a topo map in CAD of the existing soil piles that are not reflected on the drawings?

Please refer to HDD note 2 on sheet SS-2-1 and Section 330523.13 - UTILITY HORIZONTAL DIRECTIONAL DRILLING for required survey of pipe.  Minimum depth of pipe is 5 feet per Section 330523.13 - UTILITY HORIZONTAL DIRECTIONAL DRILLING, subsection 3.2 PREPARATION.  Please refer to addendum No. 2 dated September 20, 2017 for horizontal direction drilling typical cross section.

2) Will there be a location to get water?
No. It will be the responsibility of the Contractor to obtain water for earthwork / compaction.

3) Will there be a Dump site for mud on Location?
Plan sheet SS-2-1 indicates an area for temporary storage of drilling mud prior to offsite disposal for both westbound and eastbound.

4) Will there be a tracer wire pulled in with Pipe?
Please refer to Section 330523.13 - UTILITY HORIZONTAL DIRECTIONAL DRILLING, subsection 2.3 UNDERGROUND PIPE MARKERS and subsection 3.3 INSTALLATION for required trace wire.

Inquiry #9: · The Aerator panel calls for a sludge level transmitter in Aerator Pond #1 which goes directly to plc input as shown on EE-29 and then on the panel elevation drawing EE-31 there is a separate sludge processor in the panel. So my question is do you guys have some information on these devices and who makes them. Also does this sludge transmitter supposed to go to the sludge processor first and then the PLC or am I missing something here.

Response #2:Choice of sludge sensor system, its actual components, and the wiring method is determined by the Contractor. Sludge sensor and processor must meet all the specs listed under section 99-16913B(2) p91, for the aerator system. Sludge sensor must be compatible to output a sludge level to the PLC as a 4-20mA output as shown on EE-29. The panel elevation EE-31 shows location for any manufacturer?s required electronics, such as a sludge processor as required for transmitting the sludge level to the PLC and connecting the sensor, as detailed in the manufacturer?s installation manual. Also, the pond depth is listed in the SS sheets, and the selected sensor must be capable to monitor accumulating sludge in the pond at the mounting height and with liquid levels shown in drawings, and be mountable on a bracket similar to what is shown in SS-6. Additionally on sheet EE-32, detail 1 is a provision for installing a termination point for sludge sensor wiring at the edge of the pond, and Contractor must provide appropriate type and length cables to connect sensor in pond, thru reasonable termination point, routed to the aerator PLC cabinet, as shown on plans and including all manufacturer?s recommended components to provide a functional sludge measurement system.

Inquiry #10: The second question is I cannot find the size for flowmeter FMSWA, it is the flow meter for the water and the signal goes into the westbound sewage lift station shown on EE-11. Possibly this is existing I am not sure. If we need to quote it, I will need to know the size. Drawing EE-6 says to see drawing SS-4-2 for exact location, but I cannot find any info.

Response #2:Access to the soil piles was provided at the pre-bid meeting held on September 12th. No further coordination for access will occur. No topo of the soil piles will be provided.

As shown on plan sheet Q-1, the estimated quantity of Bid Item 28, Embankment, available on-site (local borrow) to build the pond berms is 52,900 CY compacted. The estimated quantity of Bid Item 27, Import Borrow, a "select" material required to line a portion of the berms prior to placement of the geosynthetic pond liners is 1330 CY. Limits of the import borrow are shown on plan sheet C-1.

Inquiry #17: On page 50 99-02758A(4)- Provide Certificate of Warranty. Manufactures of HDPE liner will only provide a 10 year pro rata warranty for their material. This does not cover any labor costs associated with replacement of the liner. As an installer a two year warranty is typical industry standard. Will a 2 year warranty be acceptable? In the past, CalTrans as accepted a 2 year warranty.
