Inquiry #7: Refer to Inquiry #1: This item has a payment method by cubic yard measured in the field. Having additional tonnage of Asphalt Concrete added to this item as non-pay, which cannot be calculated or determined is contrary to normal practices. Any additional Asphalt Concrete for a slope correction that is above the Replace AC should be paid separately. What is being allowed with answer to Inquiry #1 is that the Engineer could add AC tonnage to the replace AC volume which would increase the placement of AC by an unknown amount. This leaves an item that the contractor is totally unable to predict or bid in its current state. At a minimum the slope correction AC should be paid as HMA - Type A, but a separate item would better suit this type of work. Please reconsider Inquiry # 1 with this additional information.
