The Pavement Program was established to develop, evaluate and implement pavement specifications, test methods, design standards, construction standards and maintenance standards including their respective protocols for statewide applications from pavement design through construction and for maintenance strategies. Caltrans Pavement Program Steering Committee (PPSC)and the Pavement Standards Team (PST)give guidance on the state of the pavement work being performed within the Department. The goal of this program is to provide a uniform understanding of the pavement standards, policies, procedures, practices, and performance.
