Special Provisions for hazardous waste and materials REQUIRING SPECIAL MANAGEMENT OR sAFETY PRECAUTIONS

A Caltrans Standard Special Provision (SSP) is construction contract language used when specific issues may be encountered that are not covered by the Caltrans Standard Specifications. In the construction industry they are often referred to as project-specific specifications.  SSPs are needed when handling contaminants or meeting specialized hazardous waste regulatory or safety requirements. 

An SSP may require editing before placing into a specific contract, however editing is only allowed in approved areas of the specification as indicated in the instructions in the hidden text. SSPs should be viewed with the "hidden text" function of your word processor turned to "on" to show editing instructions for each provision. Listed below are SSPs for the management of specific hazardous wastes and other materials requiring special management or safety precautions.

2010 SSPs

  • 7-1.02K(6)(j)(iii) (01/18/2013) – EARTH MATERIAL CONTAINING LEAD - Requires a lead compliance plan for soil disturbance when lead concentrations are non-hazardous.
  • 14-11.03 (04/19/2013) – MATERIAL CONTAINING HAZARDOUS WASTE CONCENTRATIONS OF AERIALLY DEPOSITED LEAD  -ADL management specifications when hazardous waste concentrations exist.
  • 14-11.04 (01/18/2013) – MINIMAL DISTURBANCE OF MATERIAL CONTAINING HAZARDOUS WASTE CONCENTRATIONS OF AERIALLY DEPOSITED LEAD - ADL minimal disturbance specifications for use when hazardous waste concentrations exist but material is not being excavated.
  • 14-11.07  (01/18/2013) – REMOVE YELLOW TRAFFIC STRIPE AND PAVEMENT MARKING WITH HAZARDOUS WASTE RESIDUE – Requires proper management of hazardous waste residue and a lead compliance plan.
  • 14-11.08  (07/19/2013) – DISTURBANCE OF EXISTING PAINT SYSTEMS ON BRIDGES - Use for removal or disturbance of paint containing lead, chrome, etc. on bridges.
  • 14-11.09  (04/19/2013) –TREATED WOOD WASTE – Management of treated wood waste (TWW).
  • 15-1.03B (01/18/2013) –RESIDUE CONTAINING LEAD FROM PAINT AND THERMOPLASTIC- Requires a lead compliance plan when high lead concentration paints are on the surface to be ground or cold planed but residue will be non-hazardous.
  • 15-2.02C(2) (01/18/2013) – REMOVE TRAFFIC STRIPES AND PAVEMENT MARKINGS CONTAINING LEAD - Requires a lead compliance plan for removal when residue is definitely non-hazardous. Used for new yellow paints and all other colors of paint.
  • 2010 SSP INDEX ON THE OE SERVER - Complete list of the currently approved 2010 SSPs available for use.
  • 2010 STANDARD SPECIFICATIONS  - The Standard Specifications include Section 14 Environmental Stewardship located in Division 2.  Lead compliance plan language is found in Section 7 which is located in Division 1.

2006 SSPs

  • S5-740 (01/20/2012) – ADL legal and regulatory notification to the contractor (use with 19-900 ENGLISH).
  • 19-900 (01/20/2012) – ADL management specifications when hazardous waste concentrations exist (use with S5-740 ENGLISH).
  • 07-330 (06/01/2011) – ADL minimal disturbance specifications for use when hazardous waste concentrations exist but material is not being excavated.
  • S5-750(07/20/2012) – NOA legal and regulatory notification to the contractor (use with 19-910).
  • 19-910 (04/20/2012) – NOA management specifications (use with S5-750).
  • 15-025 (01/20/2013) – Existing Paint Systems – Use for removal or disturbance of paint containing lead, chrome, etc., on bridges.
  • 15-027 (06/05/2009) Earth Material Containing Lead - Requires a lead compliance plan for soil disturbance when lead concentrations are non-hazardous.
  • 14-001 (07/20/2012) – Traffic Stripe and Pavement Marking - Remove Yellow Traffic Stripe and Pavement Marking (Hazardous Waste) - Requires proper management of hazardous waste residue and a lead compliance plan.
  • 15-301 (06/05/2009) – Remove Yellow Traffic Stripe and Pavement Marking - Requires a lead compliance plan for removal when residue is definitely non-hazardous. Used for new yellow paints and all other colors of paint.
  • 15-305 (08/05/2011) – Residue Containing High Lead Concentration Paints - Requires a lead compliance plan when high lead concentration paints are on the surface to be ground but grinding residue will be non-hazardous.
  • 14-010 (07/20/2012) – Treated Wood Waste - Management of treated wood waste.
