Julian Camacho founded Camacho Communication Corporation (CAMCO) in 1992, and as a certified Small Business Enterprise and Disadvantage Business Enterprise, originated as a telephone company after the AT&T divestiture. Camacho left AT&T to form the company after purchasing a partition on the AT&T server. He obtained a CPCN (Certificate of Public Convenience and Necessity) from the California PUC. AT&T provided CAMCO with connectivity at discount prices. CAMCO resold network services (private line and switched) services to residential and commercial customers. A problem developed that customers did not pay their bill and switched to another carrier. In 1998, since CAMCO did not provide local access and carriers provide both network and local service, they sold the AT&T partition and went into the data network installation and maintenance market. Caltrans helped CAMCO by introducing him to HP and IBM, which enabled CAMCO to go into the network installation business. The company has operated with as many as 30 employees to as little as 5 employees.
This California based, minority-owned firm has been doing business with several State Departments for the past 15 years. CAMCO specializes in Intelligent Transportation Systems, Information Technology, Computer and Telecommunications engineering services and products including switched and private line telecommunications. CAMCO contracts communications infrastructure for the California Department of Transportation deployed throughout California, in several major Caltrans Districts, and is currently in District 12 (Orange County) and looking to migrate to District 8 San Bernardino. They have worked with Caltrans Projects since 1998. CAMCO engineers and technicians support and maintain ATMS (Advanced Traffic Management System). The infrastructure provides highway traffic visibility and management for the entire State of California.
This year CAMCO won the Caltrans contract award for $446,000.00 to provide Fiber Optic Cable maintenance on the Caltrans data network. Caltrans Districts can call them to provide maintenance on fiber optic cable. They provide cost estimates for copper and fiber and submit to the contract manager interested in the repair. The contract manager reviews the work order quote and relevant materials to see if they meet the state materials requirement. The contractor tests all materials prior to installation and shows these test results to the contract manager who then approves material delivered by suppliers. Then, CAMCO makes repairs of cabling, switches, and hardware.
