25-Year Service and Retirement Awards

Reference: Government Code 19849.9

In recognition of valued service and dedication, Government Code 19849.9 authorizes the Department to present one memento not to exceed $90.00 to employees who have completed 25 years of State service. If the employee has more than 25 years of State service on the date of retirement, the employee may claim both the 25-year service award and a retirement award.

Retired employees who have not received or submitted a 25-Year Award may submit a claim within one (1) year after retirement.

The entire award amount must be spent on one tangible item that is a keepsake for the employee. Consumable items such as food or beverages cannot be purchased under this program. In addition, gift certificates and cash awards are prohibited.

For purchases made through Frank T. Marchello & Company , see Caltrans Acquisition Manual, Section 4.7. A framed certificate signed by the Governor and Secretary of State bearing the State seal is automatically included when ordering 25-Year Service Awards through the contractor. 

If the memento is purchased from outside of the contractor, the certificate can be purchased separately for $10.  Memento would then be reimbursed up to eighty dollars ($80).

Reimbursement Claims

Reimbursement of a memento purchased from a vendor other than MTM requires submission of a Travel Expense Claim, Form FA0302. The TEC must include:

  • The amount of the purchase in the business expense column of the TEC.
  • Complete and accurate cost coding. Agency Object Code 044 is used for all memento purchases.
  • A receipt for the purchase.
  • An explanation that includes the applicable information noted below:
    • 25-Year Service Award
    • Anniversary Date
    • Retirement Award
    • Recipient's Name
    • Years of State Service
