State Management Plan (SMP) Update

A recent triennial audit conducted by the Federal Transit Administration (FTA) resulted in deficiency findings that the State Management Plan (SMP) did not adequately address all required federal grant management and program requirements. The SMP describes and outlines the State's policies and procedures for administration of the FTA grant programs. The Department of Transportation, Division of Mass Transportation (DMT) is delegated the State's responsibility for implementation and administration of the four (4) FTA grant programs: Section 5310 (Elderly and Disabled Specialized Transit); Section 5311 (Rural and Small Urban Transit); Section 5316 (Job Access and Reverse Commute); and Section 5317 (New Freedom). The DMT must have the SMPs revised and updated by September 30, 2011.

Course of Action
As the result of a State Management Review by the FTA in April 2010, CALTRANS has made significant changes to the State Management Plans (SMPs) for their federal programs. The objective of this project is to update with CALTRANS leadership, the current SMPs to meet the latest requirements outlined in the April 2010 State Management Final Report and in compliance with the Federal Transit Administration's (FTA).
