Draft State Management Plan available for Public Comment through July 10, 2016

Comment Period for Caltrans Section 5339 State Management Plan

Congress created the Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities program under Moving Ahead for Progress in the 21st Century (MAP 21). This action required the California Department of Transportation (Caltrans) to be the designated recipient of this Programís funds for small urban and rural areas of the State. Caltrans is therefore required to develop and submit to FTA a Section 5339 component for the Division of Rail and Mass Transportation (DRMT) State Management Plan (SMP). The SMP is the document that describes the Stateís policies and procedures for administering the FTA programs for which it is responsible. The Draft Section 5339 component is linked below. Interested members of the public and all California transit stakeholders are invited to review and provide comments. The 30 day comment period will be from June 10, 2016, through July 10, 2016. Program Overview

Section 5339 is a grant program authorized by 49 United States Code (U.S.C) Section 5339 as specified under the Federal Reauthorization Moving Ahead for Progress in the 21st Century or “MAP 21”. The program was continued, with some modifications in the recently authorized Fixing America’s Surface Transportation (FAST) Act. The 5339 Program provides capital funding to replace, rehabilitate and purchase buses, vans, and related equipment, and to construct bus-related facilities. FTA apportions a discretionary component and a small urban (population 50,000 to 200,000) formula component to governors of each State annually. The California State Department of Transportation, Division of Rail and Mass Transportation (DRMT) has been delegated the designated recipient responsibilities by the Governor and is the direct recipient for these funds. DRMT administers these funding components to eligible sub-recipients which include: public agencies and private nonprofit organizations engaged in public transportation.
