INTERCITY BUS STUDY
The California Statewide Rural Intercity Bus Study Draft Final Report is now available from the Caltrans Division of Mass Transportation (DMT) for review and comment. This is a draft report, and it will be revised in response to your input before it becomes a final report document. Comments are due back to Caltrans by February 15, 2008. Comments can be provided in the comment box below, or provided by e-mail, fax, or in writing to:

Chapter 1—Introduction: Provides an overview of the purpose of the study, federal and state policy, and local planning efforts.
Chapter 2—Inventory of Intercity Services: Provides maps and text describing the existing network of private for-profit carriers, Section 5311(f) funded intercity routes, and Amtrak services.
Chapter 3—Assessment of Intercity Services: Compares locations served by the current network with the locations of population density, concentrations of persons with transit dependency characteristics, key potential destinations. Also addresses connectivity of existing services and potential use of performance measures.
Chapter 4—Funding: Provides an overview of California’s S.5311(f) program, identifies costs of addressing identified unserved routes, relates the existing network to the Caltrans Interregional Transportation Strategic Plan, and discusses policy implications.
Chapter 5—Public Outreach: Presents results of surveys of regional planning agencies and transit operators, regional stakeholder meetings, and other stakeholder input.
Chapter 6—Issues, Opportunities and Options: Identifies program issues and alternatives for addressing them, and other opportunities.
Chapter 7—Integration of Program Recommendations into Departmental, Local and Regional Planning Practices as an Action Plan: Presents recommendations regarding changes in the Caltrans S.5311(f) program.
Appendix A: Connectivity Analysis: Presents detailed assessment of usability of current S.5311(f) services for connecting with the national intercity bus network.
Appendix B: FTA Pilot Program: Presents FTA guidance for alternative way of providing operating match using the “in-kind” value of unsubsidized connecting intercity bus service.
Appendix C: Outreach Plan: Plan for obtaining input.
Appendix D: Workshop Publicity: Documents efforts to obtain stakeholder participation in workshops.
