Ferry Boat Program (FBP)


The purpose of the FBP is designing and constructing ferry boats and for designing, acquiring right-of-way, and constructing ferry terminal facilities. Ferry boats and terminal facilities that serve vehicular travel as links on public highways (other than Interstate highways), as well as ferry boats and terminals only serving passengers as a fixed route transit facility, may be eligible for certain types of Federal-aid highway funding.

FAST Act

On December 2, 2015, the President signed the Fixing America’s Surface Transportation (FAST) Act into law (P.L. 114-94). The FAST Act amended 23 U.S.C. 129© and 147, regarding the construction of ferry boats and ferry terminal facilities under the formula Ferry Boat Program (FBP). FAST Act FBP implementation guidance is effective as of October 1, 2015, providing information on funding, eligible activities and requirements of the FBP.

On July 6, 2012, the President signed into law P.L. 112-141, the Moving Ahead for Progress in the 21st Century Act (MAP-21). MAP-21 FBP implementation guidance provides information on funding, eligible activities and requirements of the FBP.
