Assistant Director, Office of Business and Economic Opportunity
Angela Shell was appointed as the Assistant Director of the Office of Business and Economic Opportunity in June 2014. Angela is responsible for administering the Caltrans Disadvantaged Business Enterprise (DBE), Small Business (SB), and Disabled Veteran Business Enterprise (DVBE) programs. She is also the Caltrans DBE Liaison Officer, Title VI officer, and SB and DVBE Advocate.
Angela has over 19 years of state service, including working for the Contractors State License Board and Department of Insurance. She has been with Caltrans 16 of those 19 years working in the Division of Construction in several capacities. In 2007, Angela became the Caltrans Labor Compliance Program Manager responsible for managing Caltrans’ activities enforcing public works and prevailing wage requirements on all types of contracts, including DBE, DVBE, SB and fair subcontracting requirements.
In addition to the Labor Compliance Program Manager role, in 2011, Angela became the Chief for the Office of Construction Support, responsible for managing the division’s administrative and publications functions. Angela has extensive experience working with construction industry stakeholders, Small Business Council members, and other external stakeholders such as FHWA, Department of Industrial Relations, and US Department of Labor to resolve issues related to Caltrans’ contracting processes.
Angela holds a Bachelor of Science degree in Business Administration.
