Caltrans Executive Biographies
In July 2014, Giles Giovinazzi started as the Federal Transportation Liaison for the California Department of Transportation & California High-Speed Rail Authority. He has spent more than 15 years focusing on federal policy, legislative and regulatory issues in the areas of transportation, infrastructure and economic development.
From 2002 to 2014, Mr. Giovinazzi served as Democratic Staff Director to the House Transportation & Infrastructure Committee, Aviation Subcommittee for the United States Congress. In that position, he led the development of oversight and legislative agendas and staffed numerous oversight hearings examining federal programs, policies and regulations. He was regularly called upon to advance policy objectives, draft and negotiate major legislation, and guide it through the federal legislative process from introduction to enactment.
Previously, Mr. Giovinazzi served as Legislative Counsel to Congressman James P. McGovern (D-MA). He had primary responsibility for issues arising in Congressman McGovern's committee assignments: the Transportation & Infrastructure Committee (Highways & Transit, Aviation and Water Resources Subcommittees) and the Natural Resources Committee. In this role, he led the passage of legislation supporting land and water conservation and small business initiatives, and he helped obtain financial support for local transportation projects and economic revitalization efforts.
He earned an A.B. in Political Science from Columbia University and a J.D. from Tulane Law School, and he is a member of the New York State Bar. He is currently a M.A. candidate in the Naval War College National Security and Strategic Studies program. Mr. Giovinazzi is also a Lieutenant Commander in the U.S. Navy Reserve, and he served in Afghanistan.
