The Vision and Goals of the DRMT

The vision of the Caltrans’ Division of Rail and Mass Transportation (DRMT) is to make public transportation a viable option for all. Our mission is to provide measurable improvements to California’s integrated and sustainable public transportation system.

Goals:

  1. Actively promote rail and transit as viable transportation choices. The DRMT strives to bring all modes of transportation together to increase connectivity and expand the use of public transportation.
  2. Provide excellent stewardship for public transportation. The DRMT has a professional obligation to ensure that all resources made available are used effectively and efficiently to increase public transportation usage and options throughout California.
  3. Provide excellent customer service. As a leader and advocate for public transportation, the DRMT provides excellent service to its customers and partners both within and outside of Caltrans.

On July 1, 2014 Caltrans merged the Division of Rail and the Division of Mass Transportation into the DRMT to better integrate statewide transit and rail networks in an effort to reduce traffic congestion and greenhouse gas emissions.

The Responsibilities of the DRMT

The DRMT is responsible for:

  • Administering and managing State and Federal transit and rail grant programs that provide funding for operating assistance, capital improvements, and equipment to California’s public transportation agencies.
  • Planning and developing intercity rail capital projects and highway/railroad crossing improvements.
  • Developing the California State Rail Plan and the Statewide Transit Strategic Plan to strategically plan, support, and coordinate California’s rail and mass transportation system.
  • Coordinating and planning California’s rail, transit, and high-speed rail network integration efforts.
  • In addition to providing funding, planning, coordination, budgeting, and administrative support, the DRMT develops, procures, and manages State owned rail equipment and facilities for the three state-support intercity passenger rail routes in California administered by their respective Joint Powers Authorities:
