This project is located on U.S. Highway 395 in Inyo County.   The project limits extend from 4.2 miles south of Olancha to 3.9 miles north of Cartago.

Project Description:

This project will upgrade 11.0 miles of the existing two-lane conventional highway to four-lanes in and near Olancha and Cartago from 0.2 mile north of North Haiwee Road to 1.8 miles south of Ash Creek Road.   It will close the gap in existing four-lane sections to the south and north.

Project Status:

The project is in the Environmental and Design Studies (How A Project Gets Built) phase.   In this phase, the impacts that the proposed project alternatives will have on the environment are studied and documented.   Due to the current fiscal environment of the State, and a reduction of available funds in the 2004 State Transportation Improvement Program (STIP), work on this project has been suspended.   In the next funding cycle, the 2006 STIP, it is anticipated that funds will be programmed on the project, allowing work to resume (the schedule shown below is dependent on the future availability of funds).

Due to the delay of the Olancha/Cartago Four-Lane project, a interim project (Olancha/ Cartago Roadway Improvements) was developed through the Two- and Three-Lane Highway Monitoring Program in the State Highway Operations and Protection Program (SHOPP) to implement safety improvements on the remaining section of two-lane highway. The safety project includes widening the existing four-foot shoulders to eight-feet along each side of the two-lane highway.
