Olancha - Cartago 4 Lane Project Congestion

How congested will it be?

“Level of service” is a measure used by Caltrans to indicate how congested traffic is in a road segment. For instance, can you drive along without congestion or are you in stop-and-go traffic? Caltrans uses a range to rate level of service: from A indicating free-flowing traffic to F indicating extremely congested traffic, which exceeds what the road was meant to handle.

The existing road operates at a level of service D (see LOS Figures). With the construction of the project, widening the road to four lanes, level of service would improve to A for the 20-year planning period (see LOS Figures). A four-lane road would also meet the original design concept for Highway 395 through Inyo County, meaning that when it was originally designed, the roadway was expected to become four lanes eventually.

If the road isn’t widened, this segment will stay at a level of service D through 2025.
