Contract 06-0J4404

The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q1) The Cold In-place Recycling specifications include a 95% relative compaction requirement with Cal Test 216 as the standard. Cal Test 216 is a soil and aggregate test that has no applicapility to an asphalt pavement such as CIR. In addtion, the 95% relative compaction will in all likelyhood lead to a Contractor damaging the mat trying to meet an inappropriate standard. This same issue with the specification was discovered within the District 8 project completed last year on route 62 that required an addendum or contract change order fixing the issue. It is highly suggested that an addendum be issued incorporating the appropriate version of the specification prior to bid oppening.

A1) Please refer to addendum #2 dated 2-27-09.

Q2) Change max. length from 1 1/2 miles to 4 1/2 miles, which can be completed in one day.

A2) Please bid per contract document.

Q3) According to standards in a double chip the second application should be 1/4 and not 3/8. Please verify.

A3) Please refer to addendum #2 dated 2-27-09.
