Q1) Why is emulsified recycling agent not covered under section 5.1.03, Compensation Adjustments for Price Index Fluctuations?
It is an asphalt emulsion with a minimum of 60% asphalt.
The last 2 CIR jobs that bid in March on SH-33 also did not address this issue.

Q2) Does Caltrans want the contractor to back the shoulder after the HMA cap or leave a 0.12' vertical along the EP? If so should there be a bid item for import of shoulder backing similar to the last 2 contracts on route 33?
