The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q1) Are cross sections available for this project? If so, where can we purchase them?
A1) The cross sections are available at Coastal Reprographic Services 805-543-5247.
Q2) Per Special Provisions section 10-1.28 Earthwork the contractor must sawcut the outline of the roadway excavation area. May the contractor use a cold planer to cut the neat line in roadway excavation areas instead of sawcutting?
A2) It is the contractor responsibility to use the methods necessary to remove the outline area in a neat line cut without any rough edges before removing the surfacing. However, According to Special Provisions, the use of a power driven saw will accomplish the required task at the existing pavement.
Q3) Would Anti-striping be an acceptable substitution to lime treatment of the aggregates?
A3) No substitution will be made.
Q4) The bid quantity sheet indicates that Item 38 - Imported Material (Shoulder Backing) will be paid by the M3. However, the specials state in section 10-1.30 on page 236 that "imported material (shoulder backing) will be measured by the tonne". Measurement and payment by the tonne is the usual method. How will this item be paid for?
A4) Please see addendum # 1 dated August 20, 2008.
Q5) Paragraphs #6-8 on page 247 in section 10-1.36 of the specials allow the use of a tapered notched wedge joint between lanes if the lift thickness is greater than 45 mm. The specs state that this edge can be left until the next shift of paving indicating that both lanes do not have to be paved contiguoulsy every shift. However, paragraph #9 states that "The Contractor shall schedule his paving operations such that each layer of asphalt concrete is placed on contiguous lanes of a traveled way each work shift." These two statements contradict eachother. Can the contractor not pave contiguous lanes in a travel way each work shift if the drop off between lanes is 45 mm or less or the tapered notched wedge joint is used?
A5) Yes the contractor can.
