The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.


Q1) There are more electric remote control valves than stations available on the plans. There are 75 RVC's shown and two 32 station controllers (total of 64 stations). This needs to be addressed in order to complete an accurate control and neutral conductor takeoff. Please Clarify.

A1) There are more valves than stations as some valves are in parallel. See Valve Code located on "PLANTING AND IRRIGATION SYMBOLS," Sheet "H2" of the Standard Plans.


Q2) What type of construction shall the valves be for this contract? There appears to be a typo. Please Clarify.

A2) Yes, there was a typographical error in Special Provisions Section 10-2.05, Irrigation Systems," Part A of subsection "Electric Remote Control Valves," omitting "brass" from the construction type specified. Refer also to Section 20-2.23, "Control Valves," of the Standard Specifications.


Q3) The plans show Ice Plant from cuttings. Is Cal trans to provide a location to cut from ?

A3) Caltrans does not specify locations for cuttings. Refer to Section 20-2.13, "Plants," of the Standard Specifications.


Q4) Regarding Plant List (sheet 4 of 51). Group H Carpobrotus edulis has application rates shown as (269/CY Acre) for Soil Amendment. Are Plant Group H areas supposed to be cultivated at this rate per standard specifications? Are there any other areas supposed to be cultivated? Please Clarify.

A4) Yes, Plant Group H areas will receive Soil Amendment at the rate specified on Plant List PL-2 (Sheet 4 of the plans), and shall be cultivated as specified in Section 20-4.03, "Preparing Planting Areas," of the Standard Specifications. No other areas are to be cultivated.


Q5) The Pipe quantities in the bid items are final pay items. The takeoff quantity was more than the Pipe quantities in the bid items. Which quantity shall we use for bidding, the bid item quantity or the takeoff pipe quantity? Please Clarify.

A5) You should submit a bid based on the pipe quantities shown in the Bid Item List. Also, refer to Section 9-1.01C, "Final Pay Items," in the Amendments to the Standard Specifications which states, "For a final pay item, accept payment based on the verified Bid Item List quantity, regardless of actual quantity used unless dimensions are changed by the Engineer."


Q6) The guaranteed prices for the remote irrigation control systems are expired. Are the prices still guaranteed? Please Clarify.

A6) Any cost increase over the prices quoted for Field Units and Auxiliary Equipment, Section 10-2.05, "Irrigation Systems, of the Special Provisions, will be compensated as stated in Section 4-1.03D "Extra Work" of the amended Standard Specifications.


Q7) Do the two fees listed per 10-2.05 Water Meter include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for the City of Merced to complete all the work involved the water meters. What work is the General contractor resposable and are the fees listed in the specification apply dirrectly to bid items 39 & 40?

A7) Yes, the City of Merced fees cover the City's installation of the water meters specified for Items 39 and 40. The Contractor is responsible for making the arrangements and paying for the City's costs, as stated in subsection "WATER METER" of Section 10-2.05 "Irrigation Systems," in the Special Provisions.


Q8) Please confirm that all irrigation sleeving under existing roads and improvements are installed and staked for locations.

A8) Refer to Section 10-2.03 "Locate Existing Crossovers and Conduits" of the Special Provisions. The Contractor is responsible for locating the existing crossovers, which have been marked as specified in Section 20-5.03B "Conduit for Irrigation Crossovers," of the Standard Specifications.
