The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.
Q1) As shown on the plans, fills to build the new road sections will encroach significantly onto the temporary detours. A clear example can be seen at Mainline Sta. 22+00 (sheet 9) and Detour 2 Sta. 62+00 (sheet 157). Here the toe of the new mainline alignment encroaches nearly half way onto the west bound traffic lane. This condition exists on portions of every detour to varying degrees. How are we to construct the new roadway slope per plan without impacting the detoured traffic?
A1) The intent of the detours is to allow partial construction of the ultimate roadway prism to facilitate movement of traffic and allow completion of the ultimate Route 26 roadway. The cross sections indicate this condition and show the relationship between the detour and the Route 26 finished grade. The detour cross sections are included with the roadway cross sections, and are available for inspection as stated in Special Provisions Section 5-1.11, "SUPPLEMENTAL PROJECT INFORMATION" (pages 16 & 17). Cross sections can also be viewed along with the contract documents at: http://www.dot.ca.gov/hq/esc/oe/project_ads_addenda/10/10-2A4204/pdf/10-2A4204_XS.pdf. 31May11.
Q2) Typical Sections show CL2 AB as part of the embankment area, and carried across to the slope. Is this correct? The available cross sections do not show this, only embankment. Please clarify, as this would be a large amount of AB.
A2) The typical cross sections are correct. Refer to the "Roadway Quantities" table on Summary of Quantities Q-3 (Sheet 182 of the plans). The total quantity for Class 2 Aggregate Base includes the AB between the edge of pavement and the embankment slope. 4Jun11.
Q3) We are finding that the detours are insufficient to keep traffic on paved surfaces for the entire duration of the project. The Standard Specifications allow for public traffic to run on the roadbed. One example of this can be found between Sta. 30+00 and 32+40. Please clarify the intent of 10-1.18, 10th paragraph, as it relates to these areas.
A3)The intent of Special Provision 10-1.18, paragraph 10 is while construction operations are in active progress traffic shall be routed on one paved traffic lane no less than 3.0 m wide. 6Jun11.
Q4) Please provide stage construction and/or traffic handling/detour plans for locations where the new roadway prism intersects the existing roadway and no detour is shown on the plans, specifically STA 27+80, 30+60, 42+50, 46+00, & 58+00. At these locations the typcial cross section shows a full-depth roadway section, the existing and ultimate roadway are in the same alignment but there are no provisions for handling traffic. Please postpone bid date in order to provide plans to handle traffic at these locations.
A4) Stage construction and traffic handling will not be provided. Sequence construction operations to complete construction of the new roadway while facilitating the movement of traffic. 6Jun11.
Q5) Please verify the HMA quantity; our takeoff shows a significant underrun. Please postpone bid date in order to review and correct quantity.
A5) The HMA quantity has been verified and is correct. 6Jun11.
Q6) Drainage System 2C - the length/volume of the RCB is incorrect(10.4m vs 20.1m). Please verify length & volume.
A6)No further information is available at this time. If changes are necessary, they will be handled by proposed Contract Change Order. 7Jun11.
Q7) Is there any Geotechnical Info available?
A7)No Geotechnical information is available. 6Jun11.
