STATUS OF I-880 (NIMITZ FWY.) AND OTHER HIGHWAY IMPROVEMENTS IN ALAMEDA COUNTY

March 1998

1) Dixon Landing Rd./I-880 -- This interchange, which straddles the Alameda/Santa Clara County line is scheduled to be rebuilt, beginning in spring 1999 at a total cost of approximately $39 million.

2) Mission Blvd./I-880 -- This will be the last interchange to be rebuilt and the last section of the freeway (south to the Santa Clara county line) to be widened in Alameda County. Construction is not expected to begin until 2001. Estimated total cost including right-of-way and construction is $55 million.

3) Fremont Blvd./Cushing Road -- Construction on this interchange began in mid-1995 at a cost of $19 million and was completed earlier this year. The overpass was widened to five through lanes and two auxiliary lanes.

4) Auto Mall Parkway/Durham Rd. -- This $17 million project began construction in early 1994 and was completed in November 1996.

5) Stevenson Blvd./I-880 -– Construction on this $38 million project began in fall 1996. Caltrans recently completed work on the first new overpass and will complete the rebuild in summer 1998.

6) Mowry Ave./I-880 -- Work on the Mowry Ave. interchange began in early 1994 and was completed in mid-1996. It cost $21 million and will feature southern Alameda County's first ramp metering lights.

7) Central Ave. Overcrossing -- Construction to widen the overpass from two to four lanes was completed in 1993.

8) Thornton Ave./I-880 -- Work on the $30 million Thornton Ave. interchange began in April ‘95 and was recently completed with the opening of the on-ramp to southbound I-880.

9) Decoto Rd./I-880 -- Construction to widen I-880 between Decoto Road and Alvarado/Fremont Blvd. began in fall 1996 at a cost of $17 million. It will be completed in April, well ahead of schedule.

10) Alvarado & Fremont Blvd./I-880 -- Work on this $19 million project began in April 1996 and is scheduled to be completed this summer.

11) Alvarado Niles Rd./I-880 – Construction on this $17 million job began in October 1996 and was completed in January, 1998 well ahead of schedule.  

12) Hwy.92/I-880 -- Work to reconstruct this interchange isn't scheduled to begin until 2001. The project is in the environmental review process.

13) 98th Ave./I-880 -- This $36 million project to rebuild the interchange began construction in early ’96 and will be completed in spring 1998. A pedestrian overcrossing linking communities on both sides of the freeway was recently opened. Construction is being managed by the Alameda Co. Transportation Authority (ACTA) with project oversight by Caltrans.

14) Hegenberger Rd./I-880 -- Also managed by ACTA, this $28 million project to rebuild the interchange began construction in 1996 and will finish in summer 1998.

15) Hwy. 84 Realignment – This project to realign Hwy. 84 through Fremont and Union City is in the environmental review stage with final approval scheduled in December 1998. Caltrans has chosen the Historic Parkway as the preferred alternative. A highway agreement with the cities is required. The cost estimate is $66 million. A public hearing was held in February 1997. Construction is scheduled to begin in 2001.

16) I-238 @ I-880 – In late summer ’98, Caltrans will begin a $3.3 million project to widen I-238 between the Nimitz Freeway and E.14th Street. This project will provide a third lane in the eastbound direction of I-238, eliminating the bottleneck at the 880 merge. Construction will be completed by the end of 1999.

All of the above projects on I-880 consist of some of the following elements:

1) Widening the freeway from six to eight lanes to provide a continuous carpool lane in both directions from Mission Blvd. to its current terminus at Whipple Road. The carpool lane will open in summer 1998.

2) Widening/strengthening (seismic retrofit) freeway overpasses.

3) Reconfiguring interchange on/off ramps.

4) Constructing soundwalls.

5) Landscaping the interchanges and freeway.

All cost estimates are total costs that include design, right-of-way, utilities, environmental mitigation and construction. The carpool lane will not be available until all of the interchanges are rebuilt and the extra lane put into operation.
