The responses to contractors' inquiries, unless incorporated into a formal addenda to the contract, are not a part of the contract and are provided for the contractor's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to contractors' inquiries is not to be construed in any way as a waiver of the provisions of section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given, and any such subsequent response or addenda should be taken into consideration when submitting a bid for the project. Inquiries submitted within seventy-two (72 ) hours of the bid opening date might not be addressed.

Is a plansheet showing the PTFE Spherical Bridge Bearing Dimensional Details available? Also, I would need the quantity required.

Refer to plan sheet 552 of 806 "Quantities" listing for PTFE spherical bearing quantity. Refer to plan sheet 684 of 806 "Expansion Bearing Table" for dimensional details.

In the Notice to Bidders, the telephone number (916) 654-4990 is for another state agency. Can the correct telephone number be provided to where the Bid Documents may be viewed.

a) Is the completion of all work required at the interface with the SAS dependent on completing the SAS contract?

b) What is the current completion date of the SAS contract?

a) Completion of work required at the Hinge K interface with the SAS contract is not dependent on completion of all SAS work. The SAS contract has a milestone to clear the area west of W2 (Area FP on sheet C-6) one year prior to SAS contract completion. The SAS contractor will continue to work in the area east of W2 until contract completion.

b) The approved completion date for the SAS contract is in the first quarter 2013. Please refer to the Toll Bridge Quarterly Report available on the Caltrans website for addtional information. The Department, BATA and CTC is committed to completing the East Span replacement as early as possible. We are continuously evaluating means to accelerate the work.

What are the recycling/recovery requirements of each contractor and will reports on this activity be required?

Recycling/recovery is encouraged when practical, but there is no minimum percentage for diversion of solid waste required by the contract. An annual report is required. Refer to Section 7-1.01K of the Amendments to the Standard Specifications for the reporting requirements.

    How will the US Coast Guard and Dept. of Homeland Security's Environmental and Safety regulations affect this project?

    Work on the project must comply with all Federal and State environmental and safety regulations. A Coast Guard permit as well as all other permits that have been issued for this project are located at http://www.biomitigation.org for review. The permit outlines navigational lighting and other conditions required. In addition, safety issues may include planning safe access for Coast Guard staff on Yerba Buena Island during construction. Environmental safety issues may include abatement for lead paint or similar situations. Please also review the US Coast Guard licenses in the information handout for other environmental and safety regulations.

    Regarding Bid Item No 3, item code 014829, item description - Document Management System.

    What are the specs and how do I bid for this item? What is the deadline for the bid?

    Do I have to go through a Prime to deliver this item or can I provide the item directly to Caltrans?

    The specifications for the Document Management System are in the Special Provisions section 10-1.25. This is a sole source item which will be provided by a vendor i.e. Integral Vision.

    a) Referring to potential sub-contracting opportunities (i.e. Misc. Metals & Bike Path Railing), will a list of associated prime contractors and their contacts be made available?

    b) Are there "Minor B" contracts on this project? If so, will these be available as lists? Or does Caltrans intend to only notify a short-list of subs and contractors?

    a) The attendance list from the Bidder's Conference, which includes the names and contact information for the prime contractors that attended the event, will be posted on www.baybridgeinfo.org/ybits_1_outreach.html

    b) There are no "Minor B" contracts on this construction contract - Yerba Buena Island Transition Structure, Contract 1 will be awarded as a single contract.

    a) What is the DVBE Goal?

    b) Can the Prime win without a DVBE?

    a) The DVBE goal for this contract is 5%.

    b) Goal attainment and good faith efforts for DVBE participation on contract bids are reviewed by the Office of Civil Rights as part of the bid review process. If the apparent successful low bidder meets established DVBE goals or demonstrates an appropriate good faith effort in their contract bid, the Office of Civil Rights can recommend contract award.

  • Please confirm that the attendees for yesterday's (Sept. 18) mandatory Pre-Bid meeting will be the only primes allowed to bid this project.

    Yes, per Section 2-1.01 of the Special Provisions, attendance was mandatory for bidders.

    11.0

    Are the Steel Piling on the project specified to receive any corrosion control coatings? If so, are the specs incorporated in the clean and paint structural steel section?

    There are no corrosion control coatings required for steel piling on this project. Steel items that require cleaning and painting are as stated in Sections 10-1.81, 10-1.82 and 10-1.83 of the Special Provisions.

    12.0

    Section 2.3.2 of the "Final Yerba Buena Island Geotechnical Site Characterization Report" dated December 2001 (CD 4) indicates that a standard rope and cathead as well as an automatic trip hammer were methods used. No indication is made on the boring logs as to which specific method is used.

    Is there a chart to clarify the method used to each boring log?

    The borehole logs in Volume 2 of this report identify the drill rig company used for each boring. PC Exploration used an automatic trip hammer. Pitcher Drilling and All Terrain Exploration Drilling used rope and cathead.

    Will a certified DBE with a CUCP be considered to:
    • Bid with preference of 5%?
    • Bid as DBE with credit given to prime contractor?
    • Is the DBE Program viable today?

    a) Yerba Buena Island Transition Structure, Contract 1 is State funded, so the Department's Federal DBE Program does not apply to this construction contract. Refer to Section 2-1.07 "Small Business and Non-Small Business Subcontractor Preference" and Section 2-1.08 "DVBE Incentive Evaluation" of the Special Provisions for Small Business Preference and DVBE Incentive Evaluation requirements for this contract.

    b) As a State funded construction contract, the Federal DBE requirement and associated Prime Contractor credit do not apply.

    c)Please refer to the Department's Civil Rights Program website, http://www.dot.ca.gov/hq/bep, for current information on the Department's DBE Program.

    In the special provisions section 5-1.08, "integrated shop drawings" it is noted; "The Contractor shall utilize commercially available software that checks for interference in three dimensions to identify any conflicts in the planned positions of embedded items in the ISD'S."

    I am not aware of any commercially available software that is able to do this. Can you provide any product names for such software that would meet the contract requirements?
