The responses to contractors' inquiries, unless incorporated into a formal addenda to the contract, are not a part of the contract and are provided for the contractor's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The responses may be considered along with all other information furnished to prospective bidders for the purpose of bidding on the project. The availability or use of information provided in the responses to contractors' inquiries is not to be construed in any way as a waiver of the provisions of section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given, and any such subsequent response or addenda should be taken into consideration when submitting a bid for the project. Inquiries submitted within seventy-two (72 ) hours of the bid opening date might not be addressed.

We intend to bid this contract as a prime contractor and have the following question on the above referenced project:

Under Section 10-1.22 (Building Demolition), Contractor Qualifications (Special Provisions pp. 104) it states that the contractor shall have at the time of Contract Award and for the duration of the contract, a valid, current C-21 License...

Would a current A-1 license suffice (as it covers all categories of construction).

Furthermore if we hire a sub-contractor who has a valid C-21 license to perform demolition, would that meet the requirement of this contract.

Our undestanding is that the reason for this requirement is that the State wants to have a licensed demoltion contractor to perform the "demolition" part of this contract. We believe that either having a higher category license (A1) or having a C-21 licensed sub-contractor performing the demolition work on this contract meets the requirements of the specifications.

Please clarify at your earliest.

We would like to make arrangements to inspect the Building 213.Can an appointment be made at your earliest convenience?

Contractors will be allowed to inspect Building 213 on Tuesday, May 21, 2002 at 1.00 p.m. Contractors are advised to be at Building 213 at 1.00 p.m. Thereon we shall escort them to inspect the Building 213.

Directions: On Westbound 80, take the YBI exit on left hand side of the upper deck of the San Francisco Oakland Bay Bridge(SFOBB). Follow signs to the U.S Coast Guard Station(USCG) at the end of the Macalla Road - on the far eastern end of the Yerba Buena Island. Building 213 is located just before the main gate to the USCG station on the right side of Macalla Road. On east bound 80, the exit for YBI is on the left hand side of the lower deck of the SFOBB.

Part of the above referenced contract includes demolition of the Yerba Buena Island Fire Station, building 213 (Bid Item 27). In order to prepare a responsive bid for this work, it will be necessary to observe the actual existing conditions with respect to this structure. How can arrangements be made to view the structure? Is the area available for inspection any time? Must there be an escort to the site? Are you going to conduct a formal site tour? If so, when is it scheduled?

We previously requested access inside Building 213 so that a complete estimate of material inside the structure could be made. Shortly thereafter, Addendum No. 1 was issued stating abatement work under Contract No. 04-A1543 prevented access into the building until June 24, 2002. The abatement contractor informed us that their work would be complete either Friday, May 17 or Monday, May 20. Is it possible to delay the bid opening a few days and arrange for access into the building since the abatement contract is completing?

We are requesting that Building 213 be made available for a site inspection prior to the bid opening. In order to prepare a responsive bid for the demolition of the existing structure, a thorough interior inspection of the building and its contents will be required.

Pages 127 - 130 of the special provisions, "Transformer". 1) Need the temperature rise for the oil in the transformer. 2) Need the type & size of the secondary over current protection in the transformer.

Temperaure rise for oil in transformer: 65 dgrees C. Size and type of secondary overcurrent protection: 200 amp molded case circuit breaker.
