System Planning is Caltrans long-range (20-years) transportation planning process to evaluate current and future operating conditions and deficiencies on the State transportation system. The process considers the entire transportation system, including highways and local arterials; transit services; railroads; airports; seaports; non-motorized modes of transportation (i.e. bicycles and walking); goods movement, Intelligent Transportation Systems (ITS), and local land use plans.

All System Planning activities are conducted in an open environment where input is actively and aggressively solicited from the local agencies involved with guiding and approving local development. Our objective is to come to an early consensus with our external partners regarding the capacity of the State Highway System facilities needed to accommodate local growth. Caltrans and the local agencies can then work together to ensure transportation improvements accompany growth and ensure continued mobility for all Californians.

The traditional System Planning elements include the District System Management Plan, Corridor System Management Plans, Transportation Corridor Concept Reports, and the Transportation System Development Plan. The tabs below summarize these concepts and link to the associated documents.

The District 3 Mobility Action Plan (DMAP) is a long-range strategic policy planning document describing the Districts vision for the State Highway System development, maintenance, and management for the next 20 years. The DMAP includes a description of the major issues and challenges facing the District, as well as a listing of the highest priority improvement projects.

A Corridor System Management Plan (CSMP) is a comprehensive, integrated management plan for increasing transportation options, decreasing congestion, and improving travel times in a transportation corridor. A CSMP includes all travel modes in a defined corridor – highways and freeways, parallel and connecting roadways, public transit (bus, bus rapid transit, light rail, intercity rail) and bikeways, along with intelligent transportation technologies, which include ramp metering, coordinated traffic signals, changeable message signs for traveler information, incident management, bus/carpool lanes and car/vanpool programs, and transit strategies. Each CSMP identifies current management strategies, existing travel conditions and mobility challenges, corridor performance management, planning management strategies, and capital improvements.

Transportation Corridor Concept Reports (TCCR) are Caltrans long range (20-year) planning documents for each State Highway Route that identifies existing route conditions and future needs. Each TCCR includes a route summary, segment summaries, existing and forecasted travel data, route maps, and a list of planned, programmed, and needed projects for the Highway over the next 20 years. The Transportation System Development Program (TSDP) provides a dynamic list of transportation improvement projects to maintain and improve mobility throughout the District. It is very similar to the action element of a regional transportation plan. Although the TSDP is not financially constrained, most of the projects are included in adopted, financially-constrained Regional Transportation Plans of the nine regional transportation planning agencies in District 3. The TSDP includes a broad spectrum of projects to address major issues of congestion and system connectivity, including not only projects on the State Highway System, but also major transit improvements, such as light rail extensions and regional rail systems, and goods movement improvement projects.

This iteration of the TSDP is highlighting the use of traffic operational system (TOS) improvements as the priority of our short range planning and project selection activities. Since financial resources for system improvements are scarce, TOS projects provide the best opportunity for near-term congestion relief. Examples of TOS projects include ramp metering, auxiliary lanes, transition lanes, short mixed flow lane extensions, traffic monitoring and information dissemination, Closed Circuit Television Systems (CCTV), Changeable Message Signs (CMS), Extinguishable Message Signs (EMS), Electronic Tag Readers (ETR), Highway Advisory Radio (HAR), Ramp Metering Systems (RMS), Roadside Weather Information Systems (RWIS), and Traffic Monitoring Stations (TMS). Collectively, these very low cost strategies allow the system to operate at optimal performance without adding significant through-capacity. Park and ride lots serve an important role in the transportation system and are an integral part of the Department's goal of improving ridesharing, carpooling, and transit opportunities. Park and ride lots are intended to make transit a more practical travel option, improve highway safety, increase trip throughput to reduce congestion, and maximize transportation system efficiency.
