Office of Advance Planning
Caltrans Advance Planning is the link between planning and programming (funding) a project. Project initiation documents (PIDs) are one of the first steps in advancing a project from planning to programming to construction.
PIDs identify in detail the cost, scope, and schedule of a project. They provide the basic information necessary for better understanding the nature of the project. A PID must be completed for any state highway project funded through the State Transportation Improvement Program (STIP) or State Highway Operation & Protection Program (SHOPP). While most PIDs are prepared by Caltrans, local or regional agencies can also prepare them; in such cases Caltrans provides oversight and quality assurance. District 3 Advance Planning staff proritize projects and allocate resources for PID development, and ensure that the project outlined in a PID correlates with relevant Transportation Concept Report (TCR).
There are several different types of PIDs depending on the funding source.
A PID for a STIP-funded project is called a Project Study Report (PSR). Caltrans is either the lead for the PSRs or has oversite authority of the local agency's development of a PSR.
A PID for a SHOPP-funded project may be called Capital Preventive Maintenance Project Report (CAPM PR), Noise Barrier Scope Report (NBSSR), Project Study Report Data Sheet - Highway Planting Restoration (PSRDS-HPR), Project Scope Summary Report (PSSR), Site Damage Report (SDR), etc. Caltrans is the lead on State Highway Operations and Protection Program (SHOPP) project PIDs.
A PID is not an assurance that the project will be constructed. Much more work must be done after a PID is created, including detailed project and alternatives analysis, and environmental analysis.
